WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $850,000.00 for the purpose of upgrading and rehabilitating of the Newark YMCA facilities including but not limited to repairing the building façade, installing a new energy efficient roof, upgrading the main lobby, and upgrading the mechanical and electrical equipment for air conditioning purposes; and
WHEREAS, N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the same; and
WHEREAS, by a Notice of Award dated February 3, 2026, the United States Department of Housing and Urban Development awarded the City of Newark Eight Hundred Fifty Thousand Dollars and Zero Cents ($850,000.00) a grant for the upgrade and rehabilitation of the Newark YMCA Grant and for enhancing supportive services and housing provided to residents of Newark who are unhoused, at risk of homelessness or survivors of domestic violence.; and
WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, emergency appropriations adopted in 2026 pursuant to N.J.S.A. 40A:4-20, including this Resolution, total $ 474,924,345.61.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Governing Body by two thirds vote of its full membership hereby amends it temporary budget by making the following temporary emergency appropriation:

of the Newark YMCA
2. Said emergency appropriation shall be provided for in the 2026 budget.
3. A copy of this Resolution shall be filed with the Director of Local Government Services by the City Clerk.
STATEMENT
This Resolution authorizes a temporary emergency appropriation for the Upgrade and Rehabilitation of the Newark YMCA in the amount of Eight Hundred Fifty Thousand Dollars and Zero Cents ($850,000.00). The United States Department of Housing and Urban Development awarded the funds to the City of Newark.
