WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of $1,875,000.00 for the COPS Hiring Program and no provision has been made in the 2015 temporary budget for the aforesaid purpose and N.J.S.A 40A:4-20 provides for the creation of an emergency appropriation for the purpose abovementioned; and
WHEREAS, by Resolution 7R11-a dated June 17, 2015, the City of Newark accepted funds from the United States Department of Justice, Office of Community Oriented Policing Services, the City was awarded $1,875,000.00 to fund the hiring of 15 Newark Police Officers; and
WHEREAS, the City of Newark is responsible to fund an amount not to exceed $4,550,146.53, over the 3-year grant period including the additional 12 month retention period in 2018 required by the terms of the grant; and
WHEREAS, in the first year of the grant, the City’s financial responsibility is provided for in the 2015 Special Items of Appropriation Fund:011-Department:230-Organization:2301 in the amount of $898,697.88; and
WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, the emergency appropriations adopted in 2015 pursuant to N.J.S.A. 40A:4-20 including this resolution total $246,619,421.03
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. An emergency appropriation is and the same is hereby made for the following classification:

2014 COPS HIRING PROGRAM $1,875,000.00
2. Said emergency appropriation shall be provided for in the 2015 budget.
3. A copy of this resolution shall be immediately filed with the Director of the Division of Local Government Services by the City Clerk of the City of Newark.
STATEMENT
This legislation establishes the appropriation in the amount of $1,875,000.00 for the 2014 COPS HIRING PROGRAM funded by the United States Department of Justice, Office of Community Policing Services, to fund the hiring of 15 Newark Police Officers. The grant period is September 1, 2014 through August 31, 2017 and a twelve (12) month retention period at the end of the grant period. (City-wide)
