WHEREAS, the City of Newark, is preparing for the 350th Anniversary of its founding; and
WHEREAS, the Office of the City Clerk, Archives and Records Management was asked to develop a Historic Tours of Downtown Newark and each of the City’s five Wards as a part of the celebration; and
WHEREAS, the tours will focus visitors and city residents attention on the City’s diversity and its wealth of treasures, including public sculpture, artistic murals and architecture; and
WHEREAS, the State of New Jersey Historical Commission provides grant support for projects which promote the appreciation of the history of New Jersey; and
WHEREAS, on May 1, 2015, on behalf of the City of Newark, the Office of the City Clerk, Archives and Records Management submitted an application to the State of New Jersey Historical Commission requesting grant funding in the amount of $9,205.00 for use towards the Historic Tours of Downtown Newark to celebrate the 350th Anniversary of the City of Newark (“350th Celebration Historic Tours of Newark Program”); and
WHEREAS, on August 11, 2015, as a result of this application, the City of Newark was advised that it had been awarded a grant in the amount of $8,745.00 from the State of New Jersey Historical Commission for use towards the 350th Celebration Historic Tours of Newark Program for the period commencing on September 14, 2015 and terminating on August 1, 2016; and
WHEREAS, the City must execute a grant agreement with the State of New Jersey Historical Commission in order to obtain the grant award of $8,745.00 with $4,485.00 in matching funds required for a total project amount of $13,230.00.
NOW, THEREFORE, BE IT RESOLVED, BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The City Clerk on behalf of the Municipal Council and the City of Newark hereby authorizes the action taken to submit an application to the State of New Jersey Historical Commission requesting grant funding in the amount of $9,205.00 for use towards the 350th Celebration Historic Tours of Newark Program with required matching funds in the amount of $5,733.00 from other income and expenditures (a copy of the application is attached hereto and made a part hereof).
2. The City Clerk on behalf of the Municipal Council and the City of Newark hereby authorizes the action taken to provide its budget modifications on October 26, 2016 in accordance with the grant amount awarded and the City’s required matching funds (a copy of the revised budget - Attachments B1 and B2 is attached hereto and made a part hereof).
3. The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.
4. The grant award in the amount of $8,745.00 from the State of New Jersey Historical Commission is hereby accepted (a copy of the award letter is attached hereto and made a part hereof).
5. The City Clerk on behalf of the Municipal Council and the City of Newark are hereby authorized to enter into and execute grant documents and provide a final report on August 31, 2016 with the State of New Jersey Historical Commission to receive and expend the grant award in the amount of $8,745.00 for use towards the 350th Celebration Historic Tours of Newark Program for the period commencing on September 14, 2015 and terminating on August 1, 2016 (a copy of the grant agreement is attached hereto and made a part hereof).
6. The grant agreement between the City of Newark and the State of New Jersey Historical Commission is hereby ratified from September 14, 2015 to the date of adoption of this authorizing resolution.
7. No municipal funds other than those that are included in the 2016 budget of the Office of the City Clerk are required for receipt or acceptance of the grant award. A match of $4,485.00 from other income and expenditures is required for the acceptance of the grant and is satisfied through postage, telephone, material supplies, salaries and operating support provided by the Office of the City Clerk.
8. Upon execution of any grant agreement, the City Clerk shall file a fully-executed copy of the grant application, revised budget overview, the grant award letter, the grant agreement and final report in the Office of the City Clerk.
STATEMENT:
This resolution hereby ratifies and authorizes the actions taken by the Office of the City Clerk, Archives and Records Management on behalf of the Municipal Council and the City of Newark to submit an application for grant funding from the State of New Jersey Historical Commission for use towards the 350th Celebration Historic Tours of Newark Program, and further ratifies and authorizes the City Clerk on behalf of the Municipal Council and the City of Newark to enter into and execute a grant agreement with and accept grant funds in the amount of $8,745.00 from the State of New Jersey Historical Commission for the 350th Celebration Historic Tours of Newark Program for the period commencing on September 14, 2015 and terminating on August 1, 2016 . No municipal funds other than those that are included in the 2016 budget of the Office of the City Clerk are required for receipt or acceptance of the grant award. A match of $4,485.00 from other income and expenditures is required for the acceptance of the grant and is satisfied through postage, telephone, material supplies, salaries and operating support provided by the Office of the City Clerk.
