WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of Eight Hundred Twenty-Nine Thousand Six Hundred Dollars and Zero Cents ($829,600.00) for FY 2026 Summer Youth Work Experience Program (SYWEP) and no adequate provision has been made in the 2026 Temporary Budget for the aforesaid purpose; and
WHEREAS, N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose abovementioned; and
WHEREAS, by award letter dated March 25, 2026 from New Jersey Department of Labor and Workforce Development, the City of Newark has been awarded FY 2026 Summer Youth Work Experience Program (SYWEP) in the amount of $829,600.00 to provide in-school and out-of-school youth and young adults aged 16 to 24 with valuable work experience, and to help them to successfully transition to the world of work; and
WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and.
WHEREAS, the emergency appropriations adopted in 2026 pursuant to N.J.S.A. 40A:4-20, including this resolution, total $293,906,644.67.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, no less than two-thirds of all members thereof affirmatively concurring, THAT:
1. An emergency appropriation be and the same is hereby made for the following classification:

2. Said emergency appropriation shall be provided for in the 2026 budget.
3. A copy of this resolution shall be filed with the Director of the Division of Local Government Services by the City Clerk of the City of Newark.
STATEMENT
This resolution establishes an appropriation and revenue in the 2026 City of Newark's Budget for the FY 2026 Summer Youth Work Experience Program (SYWEP) in the amount of $829,600.00. These funds have been awarded by the New Jersey Department of Labor and Workforce Development. The project period is April 1, 2026 through October 31, 2026.
