Additional Information:

The Community Resource Center will provide Newark residents with housing, health, and economic services.

The center will be open to the public, but will have a focus on unsheltered Newark residents, especially those experiencing chronic homelessness.

This population is among the most vulnerable in our community. They experience prolonged homelessness and often have a disabling condition such as a serious mental illness, substance use disorder, or physical disability.

WHEREAS, the City of Newark (the “City”) seeks to acquire, develop and operate a community resource center to offer housing, health and economic services to City residents as part of its implementation of its “Newark Drop-In Centers Program” (the “Program”).

 

WHEREAS, on March 11, 2021, the President signed the “American Rescue Plan Act of 2021,” P.L. 117-2 (the “ARP Act”), into law; and

 

WHEREAS, Section 9901 of the ARP Act amended Title VI of the Social Security Act (42 U.S.C. § 801 et seq.), in part by adding a Section 604 to create the “Coronavirus Capital Projects Fund” (“CPF”); and

 

WHEREAS, in or about March 2022, the Director of the Mayor’s Office of Homeless Services on behalf of the City and in conjunction with the New Jersey Department of Community Affairs (“DCA”), on behalf of the State of New Jersey (the “State”), submitted an application to the United States Treasury Department (the “U.S. Treasury”) for funds from the Capital Projects Fund (the “Grant Application”); and  

 

WHEREAS, the State received One Hundred Ninety-Four Million Seven Hundred Fifteen Thousand Seven Hundred Dollars ($194,715,700) in CPF funds (“CPF Funds”) under the ARP Act, which funds must be used in conformance with the requirements of the ARP Act; and

 

WHEREAS, as a result of the Grant Application and pursuant to the selection and approval of the State and the approval of the U.S. Treasury, the City has been awarded a grant in the amount of Six Million Seven Hundred Thirty-Two Thousand Two Hundred Sixty-Seven Dollars and Zero Cents ($6,732,267.00) of the CPF Funds to implement the Program; and

 

WHEREAS, the State Treasurer has executed a Memorandum of Understanding, dated as of February 5, 2022, with the DCA as grant manager for the CPF Funds, to provide those grant management functions and processes for the State that are necessary to administer, manage, and monitor grant awards and disburse funds, accordingly; and

 

WHEREAS, the City must execute a grant agreement with the DCA in order to obtain the grant award, with no City funds required.

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

1. The Mayor and/or his designee, the Business Administrator or the Director of the Mayor’s Office of Homeless Services, are hereby authorized, on the City of Newark’s (“City”) behalf, to submit an application to the United States Treasury Department (the “U.S. Treasury”) requesting grant funds from the Coronavirus Capital Projects Fund to develop and operate a community resource center which will offer health and economic services to City residents as part of the implementation of its “Newark Drop-In Centers Program” (the “Program”).

2. The Municipal Council of the City of Newark (the “Municipal Council”) hereby ratifies its authorization of the City’s application to the U.S. Treasury from the date of the application’s submission to the date of adoption of this authorizing resolution.

3. The grant award in the amount of Six Million Seven Hundred Thirty-Two Thousand Two Hundred Sixty-Seven Dollars and Zero Cents ($6,732,267.00) is hereby accepted (a copy of the award letter is attached hereto and made a part hereof).

4. The Mayor and/or his designee, the Business Administrator, subject to the Corporation Counsel’s review and approval, are hereby authorized to enter into and execute, on the City’s behalf, a grant agreement with the New Jersey Department of Community Affairs (the “DCA”), as grant manager for the State of New Jersey pursuant to its February 5, 2022 Memorandum of Understanding.

 

5. No municipal funds are required for receipt or acceptance of this grant award.

  

6. The Director of the Mayor’s Office of Homeless Services shall file a fully executed copy of the Grant Application, the award letter, the Grant Agreement, and any ancillary documents in the Office of the City Clerk.

 

 

STATEMENT

 

This Resolution ratifies and authorizes the Mayor and/or his designee, the Business Administrator to submit an application for grant funding from the United States Treasury Department Coronavirus Capital Projects Fund to develop and operate a community resource center to offer health and economic services to City of Newark residents as part of the implementation of its “Newark Drop-In Centers Program,” and furthermore, ratifies and authorizes the Mayor and/or his designee, the Business Administrator to enter into and execute a grant agreement with the New Jersey Department of Community Affairs to accept the grant award of $6,732,267.00. No municipal funds are required for receipt or acceptance of this grant award.
