WHEREAS, without any application required by the City of Newark, the State of New Jersey Department of Labor and Workforce Development granted the City of Newark the following WorkFirst New Jersey funds through the Workforce Investment Board:
TEMPORARY ASSISTANCE FOR NEEDY FAMILIES (TANF)
Work Activities $ 662,853.00
GENERAL ASSISTANCE SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM (GA/SNAP)
Work Activities $ 596,806.00
GRAND TOTAL $1,259,659.00
WHEREAS, this annual grant allocation from the State of New Jersey Department of Labor and Workforce Development must be used in accordance with the Newark Workforce Investment Board strategic direction and must be incorporated into the Newark Workforce Development Area Contract; and
WHEREAS, these funds must be fully obligated by June 30, 2014 and all funds must be fully liquidated by December 31, 2014; and
WHEREAS, no municipal funds, or commitment of municipal resources or staff, are required for the receipt or acceptance of the grant funds described above.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designees, the Deputy Mayor/Director of the Department of Economic and Housing Development and the Acting Deputy Director of NewarkWORKS are hereby authorized to accept the following WorkFirst New Jersey grant allocation from the State of New Jersey Department of Labor and Workforce Development and to incorporate said funds into the Newark Workforce Development Area Contract (copies of the Award Letter and Notice of Obligation are attached hereto and made a part hereof):

2. The Mayor and/or his designees, the Deputy Mayor/Director of the Department of Economic and Housing Development and the Acting Deputy Director of NewarkWORKS, are hereby authorized to enter into and execute a Program Year 2013 Newark Workforce Development Area Contract with the State of New Jersey Department of Labor and Workforce Development, as may be necessary to accept the grant awards described above.
3. The grant funds described above shall be expended in accordance with an expenditure plan approved by the Newark Workforce Investment Board, and in accordance with strategic workforce priorities set by the Newark Workforce Investment Board.
4. The Municipal Council hereby ratifies the acceptance of the grant funds described above from July 1, 2013 to the date of adoption of this authorizing resolution.
5. No municipal funds, or commitment of municipal resources or staff, are required for the acceptance of the grant funds described above.
6. The Acting Deputy Director of NewarkWORKS shall file copies of the Award Letter, the Notice of Obligation and the fully executed Program Year 2013 Newark Workforce Development Area Contract with the Office of the City Clerk.
STATEMENT
This resolution hereby ratifies and authorizes the actions taken by the Mayor and/or his designee(s), the Deputy Mayor/Director of the Department of Economic and Housing Development and the Acting Deputy Director of NewarkWORKS, to accept and expend WorkFirst New Jersey funds as allocated to the Newark Workforce Investment Board in the amounts of $662,853.00 for Temporary Assistance for Needy Families Program, and $596,806.00 for General Assistance/Supplemental Nutrition Assistance Program, for a combined total grant amount of $1,259,659.00, from the State of New Jersey Department of Labor and Workforce Development, and further ratifies and authorizes the actions taken to enter into and execute a Program Year 2013 Newark Workforce Development Area Contract with the State of New Jersey Department of Labor and Workforce Development, as may be necessary to accept said grant funds. These funds are allocated for the period of July 1, 2013 through June 30, 2014 and must be fully expended no later than December 31, 2014. No municipal funds, or commitment of municipal resources or staff, are required for receipt or acceptance of the grant funds.
