WHEREAS, the Urban Areas Security Initiative (UASI) Grant Program's mission is to enhance regional preparedness in major metropolitan areas through direct assistance to participating jurisdictions in developing an integrated regional system for prevention, protection, response and recovery from terrorist events or natural catastrophes; and
WHEREAS, the Municipal Council through Resolution #7R11-b 020112, ratified and authorized the Mayor and/or his designee, the Director of Emergency Management and Homeland Security, to enter into and execute an agreement with and accept FY11 Urban Areas Security Initiative funding from the New Jersey Office of Homeland Security and Preparedness in the amount of $1,834,537.00 for the prevention, protection, response and recovery from terrorist events or natural catastrophes for the period commencing on July 1, 2011 and terminating August 31, 2014, with no municipal funds required; and
WHEREAS, on March 1, 2012, the New Jersey Office of Homeland Security and Preparedness issued a grant adjustment notice to the FY11 Urban Areas Security Initiative award letter of November 14, 2011 increasing the award to the City of Newark by $54,000.00 to partially fund a Metro Strike Team Equipment Manager position (a copy of the award letter is attached hereto and made a part hereof); and
WHEREAS, the City of Newark must execute a grant agreement and MOU with the State of New Jersey Office of Homeland Security and Preparedness in order to obtain the grant award with no City funds required; and
WHEREAS, all terms and conditions of the grant agreement remain the same.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The amended grant award in the amount of $54,000.00, for a total grant award of $1,888,537.00 from New Jersey Office of Homeland Security and Preparedness, the Urban Areas Security Initiative, is hereby accepted (a copy of the award letter is attached hereto and made a part hereof).
2. The Mayor/and or his designee, the Director of the Office of Emergency Management and Homeland Security are hereby authorized to enter into and execute grant documents with the State of New Jersey Office of Homeland Security and Preparedness to receive and expend the amended increased grant award in the amount of $54,000.00 to partially fund a Metro Strike Team Equipment Manager position under Investment H: Enhance Urban Search & Rescue, thereby, increasing the initial $1,834,537.00 grant award to implement National Incident Management Training, Emergency Operations Center enhancement, maintenance support of equipment purchased for the Prudential Arena project, toughbooks and software, CBRNE tool kits, Tank Sealing Kits, Variable Message Boards, and Leica Scan Stations commencing July 1, 2011 and terminating August 31, 2014.
3. No municipal funds are required for receipt or acceptance of this grant award. The grant will cover a portion of a currently fully municipal funded firefighter position.
4. The Director of the Office of Emergency Management and Homeland Security shall file a fully-executed copy of the Urban Areas Security Initiative grant award letter and the grant agreement in the Office of the City Clerk.
STATEMENT
This resolution authorizes the Mayor and/or his designee, the Director of Emergency Management and Homeland Security to enter into and execute an agreement with and accept New Jersey Office of Homeland Security and Preparedness , Urban Areas Security Initiative, increased grant award in the amount of $54,000.00 for a total grant award of $1,888,537.00 for the prevention, protection, response and recovery from terrorist events or natural catastrophes for the period commencing on July 1, 2011 and terminating August 31, 2014. No municipal funds are required.
