Original Resolution 7R3-a, adopted on April 6, 2022, authorized the City of Newark to submit an application to the New Jersey Bureau of Public Utilities requesting grant funding in the amount of $25,000.00 to create a Community Energy Plan with no municipal funds required.

A copy Memorandum of Agreement (“MOA”) between the City of Newark and the Newark Green Team is hereby attached.

WHEREAS, the New Jersey Bureau of Public Utilities (“NJBPU”) has created a Community Energy Plan Implementation Grant Program for municipalities to implement initiatives identified in their Community Energy Plan ; and
WHEREAS, the City and the Newark Green Team entered into a partnership to complete Newark’s Community Energy Plan; and
WHEREAS, the Newark Green Team developed Newark’s Community Energy Plan by leading the planning process by facilitating the community engagement, analysis of existing data, and harmonization with existing and ongoing plans, which is attached; and
WHEREAS, the City of Newark (the “City”) received a grant from the NJBPU in the amount of Twenty-Five Thousand Dollars and Zero Cents ($25,000.00); and
WHEREAS, Newark’s Community Energy Plan Grant Program was adopted by the Municipal Council by Resolution 7R3a 04062022; and
WHEREAS, the grant in the amount of $25,000.00 will be given to the Newark Green Team as they to developed Newark’s Community Energy Plan; and
WHEREAS, the Greater Newark Conservancy serves as the fiscal agent for the Newark Green Team, and as such the City will make the payment to the Greater Newark Conservancy.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The City of Newark (“City”) was granted Twenty-Five Thousand Dollars ($25,000.00) from the New Jersey Bureau of Public Utilities upon creation of the Community Energy Plan which was adopted by Municipal Resolution.
2. The Newark Green Team developed Newark’s Community Energy Plan.
3. The City and the Newark Green Team shall execute a Memorandum of Agreement (“MOA”), which shall outline the terms of Newark Green Team’s acceptance of the $25,000.00.
4. The Mayor of the City of Newark, and/or his designee, the Business Administrator, are hereby authorized on behalf of the City to execute the MOA, , with the Newark Green Team, 32 Prince Street, Newark, NJ 07103.
5. Pursuant to the MOA, the City shall make the payment of $25,000.00 to the Greater Newark Conservancy which serves as a fiscal agent to the Newark Green Team.
6. A fully executed copy of the amended MOA shall be filed in the Office of the City Clerk by the Business Administrator.
7. This Agreement shall commence upon adoption by the Municipal Council and shall terminate at the conclusion of the work. This MOA may be extended for a term agreed upon by the parties and confirmed in written amendment signed by each parties authorized signatory, and subject to Municipal Council approval.
STATEMENT
This Resolution authorizes the Mayor of the City of Newark, and/or his designee, the Business Administrator, to execute the Memorandum of Agreement, with the Newark Green Team to formally create Newark’s first Community Energy Plan which, shall commence upon adoption by the Municipal Council (the “Effective Date”) and shall terminate at the completion of the grant. The granted funds shall be paid to the Greater Newark Conservancy, which serves as the fiscal agent to the Newark Green Team.
