WHEREAS, on October 08, 2025, the City of Newark, through its Purchasing Agent, QPA, advertised to solicit proposals for contractors to provide a Youth Service Provider for City of Newark Residents, as described in the attached Request for Proposals (“RFP”) package; and
WHEREAS, the Division of Central Purchasing published the RFP on the City of Newark’s electronic procurement portal to provide broader access and download capability to potential bidders; and
WHEREAS, via the electronic procurement portal, fifty-two (52) RFP packages were downloaded by prospective vendors following the date of advertisement; and
WHEREAS, on October 29, 2025, the Division of Central Purchasing received nine (9) proposals in response to this advertisement; and
WHEREAS, pursuant to the competitive contracting process, a three (3)-member evaluation committee (“Proposal Review Committee” or “PRC”) was formed to review the proposals received and to make a recommendation, as outlined in the RFP; and
WHEREAS, the Purchasing Agent obtained signed no-conflict letters from the members of the PRC (copies of which are attached hereto and made a part hereof) before releasing the RFP response to the PRC via the electronic procurement portal; and
WHEREAS, the evaluation committee evaluated in accordance with the RFP evaluation criteria nine (9) responses from: (1) Bright Futures, Alliance, 46 Eastern Parkway, Newark, New Jersey 07106 (2) Complex Vision Newark, LLC, 316 Meeker Avenue, 1st Floor, Newark, New Jersey 07112 (3) Earl Brown Education Consulting, LLC, 4 South Orange Avenue, #1104, South Orange, New Jersey 07079 (4) Eferon Solar Solutions, LLC, 910 Bergen Avenue, Suite 201, Jersey City, New Jersey 07306 (5) Morph Mentoring, 1800 Lakewood Road, Unit 5, Toms River, New Jersey 08755 (6) NewarkWORKS, 375 McCarter Highway, 3rd floor (990 Mayor Kenneth A. WHEREAS, the PRC recommended that an award be made to Morph Mentoring, 101 Crawford Corner Road, Suite 4116, Holmdel, New Jersey 07733, its proposal being the most advantageous price and other factors considered based on the RFP evaluation criteria; and
WHEREAS, the Purchasing Agent concurs with said recommendation; and
WHEREAS, the contract is being awarded pursuant to the fair and open procedures of the State Pay-to-Play Law, N.J.S.A. 19:44A-20.5 et seq.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designees, the Business Administrator and/or the Purchasing Agent, are hereby authorized to enter into a contract with Morph Mentoring LLC, 1800 Lakewood Road, Unit 5, Toms River, New Jersey 08755, to provide a Youth Service Provider as described in the Request for Proposals (“RFP”) issued on October 08, 2025. The contract term shall be for a period not to exceed fourteen (14) consecutive months, with two (2) one-year options to renew.
2. Said contract shall be for an amount not to exceed One Hundred Twenty-Eight Thousand Three Hundred Thirty-Three Dollars and Zero Cents ($128,333.00).
3. Pursuant to N.J.S.A. 40A:11-4.1b(2) and N.J.S.A. 40A:11-4.3, the Municipal Council hereby authorizes the use of competitive contracting to procure Youth Service Provider services. This authorization is ratified back to October 8, 2025, and all actions undertaken by City officials in connection with the issuance of the RFP are hereby approved.
4. There shall be no amendment or change of this contract without the approval of the Municipal Council by resolution.
5. There shall be no advance payment on this contract in accordance with N.J.S.A. 40A:5-16.
6. Attached hereto is the certification of the Finance Director indicating that funds in the amount of One Hundred Twenty-Eight Thousand Three Hundred Thirty-Three Dollars and Zero Cents ($128,333.00) are available for the purposes stated in this Resolution from Account Code Line: NW051-G25-M25W0-A-72090-B2025.
8. The Purchasing Agent shall file a duly executed copy of the contract in the Office of the City Clerk.
9. If required by State law, the City Clerk shall provide the appropriate notice of the award of this contract to the State Comptroller no later than twenty (20) business days following such award, in accordance with N.J.S.A. 52:15C-10.
STATEMENT
This Resolution ratifies and authorizes the Mayor and/or his designees, the Business Administrator and/or the Purchasing Agent, to enter into a contract with Morph Mentoring LLC, 1800 Lakewood Road, Unit 5, Toms River, New Jersey 08755, to provide Youth Service Provider at an amount not to exceed One Hundred Twenty-Eight Thousand Three Hundred Thirty-Three Dollars and Zero Cents ($128,333.00) for a period not to exceed fourteen (14) consecutive months, with two (2) one-year options to renew with the start date to commence upon contract execution.
