WHEREAS, the County of Morris, though the State of New Jersey Office of Homeland Security and Preparedness without any application required by the City of Newark, through the Urban Area Security Initiative Core City Working Group (UAWG) has procured an Amphibious Rescue Patrol Vehicle, including the transport trailer and the raft rescue trailer (“the Equipment”) for the City of Newark under the FY14 Urban Area Strategic Initiative (UASI) Grant Program; and

 

WHEREAS, the City of Newark is a Core City within the UASI Region and is eligible for support in statewide planning efforts to ensure adequate evacuation, search and rescues operations and transportation needs during catastrophic events; and

                     

                     WHEREAS, The Office of Emergency Management and Homeland Security and Preparedness (OEM) has entered into a Memorandum of Agreement (MOA) acknowledging the receipt of the equipment purchased by the County of Morris as approved by the New Jersey Office of Homeland Security and Preparedness (NJOHSP) and UASI grant program through UASI funding; and  

 

WHEREAS, the City of Newark wishes to accept this gift pursuant to N.J.S.A. 40A:5-29; and

 

WHEREAS, The Office of Emergency Management and Homeland Security and Preparedness (OEM)   request to accept the Amphibious Rescue Patrol Vehicle (Hydratrek D2488B),  from the State of New Jersey Office of Homeland Security and Preparedness in an effort to aid in our strategic direction for the enhancement of response search and rescue, and evacuation capability and capacity; and

 

WHEREAS, the purpose of the Amphibious Rescue Patrol Vehicle (Hydratrek D2488B) is to provide evacuation search and rescue, and/or transportation of personnel/victims/ equipment through complex environments; and

 

WHEREAS, The Amphibious Rescue Patrol (Hydratrek D2488B) Vehicle has an approximate value of $135,505.00; and

 

WHEREAS, the Amphibious Rescue Patrol Vehicle (Hydratrek D2488B)  13 feet 3 inches in length,  7 feet 7 inches wide and also designed for water rescue from hurricanes or river flooding.

 

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor and/or his designee, the Director of the Newark Office of Emergency Management and Homeland Security (OEM) are authorized to execute a Memorandum of Agreement (MOA) acknowledging receipt of Homeland Security Grant funded equipment.

 

2.                     This contract is ratified from August 19, 2015 to the date of adoption of this authorizing resolution. 

 

3.                     Pursuant to N.J.S.A. 40A:5-29, the Mayor on behalf of the City of Newark, is authorized to accept the gift from the State of New Jersey Office of Homeland Security and Preparedness through the Urban Area Security Initiative Core City Working Group (UAWG) for procurement of an Amphibious Rescue Patrol Vehicle for the City of Newark under the FY14 Urban Area Strategic Initiative (UASI) Grant Program.

 

4.                     The Mayor and the Director of the Office of Emergency Management and Homeland Security and Preparedness (OEM) is authorized to accept the Amphibious Rescue Patrol Vehicle (Hydratrek D2488B) from the State of New Jersey Office of Homeland Security and Preparedness.  

 

5.                     A copy of the executed Agreement and this resolution shall be filed in the Office of the City Clerk by the Office of Emergency Management.    

 

6.                      No municipal funds will be expended in connection with this gift.  No consideration in any form will be provided to The State of New Jersey Office of Homeland Security and Preparedness, nor any of its affiliated and related entities in exchange for this gift

 

STATEMENT

 

                     This resolution hereby ratifies and authorizes the Mayor and/or his designee, the Director of Emergency Management to execute a Memorandum of Agreement (MOA) acknowledging receipt of Homeland Security Grant funded equipment and accept the gift from the State of New Jersey Office of Homeland Security and Preparedness which will be provided through the Urban Area Security Initiative Core City Working Group (UAWG), for the Amphibious Rescue Patrol Vehicle (Hydratrek D2488B) including the transport trailer and the raft rescue trailer. The equipment has an approximate value of $135,505.00.  No municipal funds will be expended in connection with this MOA.  No consideration in any form will be provided to the State of New Jersey Office of Homeland Security and Preparedness, or any of its affiliated and related entities in exchange for this gift.
