  WHEREAS, the City of Newark, Department of Water and Sewer Utilities (the “City”) desires to partner with Newark Board of Education (NBOE) to facilitate an annual summer program for twenty-five days between the months of June and August designed to educate Newark students about their city’s water facilities, infrastructure, and water treatment operation. In addition, this program will provide hands-on experience and insight into the myriad of well-paid, professional career opportunities in the water industry; and

 

WHEREAS, the program provides Educational Experiences for 6th graders to 12th graders highlighting the fascinating Newark-Pequannock Water Treatment Facility (PWTP) and the 35,000-acre watershed property owned by the City; and

 

WHEREAS, the program offers a STEM-based curriculum that includes engineering, chemistry, biology, environmental science, and other STEM-focused topics that will explore water systems, water treatment, and infrastructure and expose students to the wide array of careers available in these fields. The curriculum will also provide instruction on personal and professional leadership development. The curriculum will be taught under the NBOE summer program and will be targeted at students in grades 10 through 12, and

 

  

WHEREAS, the Parties desire to enter into a memorandum of understanding memorializing the obligations and responsibilities of the Parties to accomplish the stated mission and objectives; and

WHEREAS, one of the Core Values of the NBOE identified in the Board’s Strategic Plan, The Next Decade: 2020-30, is Reciprocal Relationships, by which the Board provides opportunities for impactful collaboration within and beyond the organization, resulting in student success; and the NBOE and the City will agree to enter into such a Reciprocal Relationship by way of this MOU;

WHEREAS this MOU and the Reciprocal Relationship established hereby will further the following priorities and strategies (one or more) set forth in the Strategic Plan.  

                     NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

1.                     The Mayor of the City of Newark and/or his designee(s), the Business Administrator and/or the Director of the Department of Water and Sewer Utilities, are hereby authorized to enter into and execute the Memorandum of Understanding with the Newark Board of Education, located at 765 Mayor Kenneth A. Gibson Boulevard Newark, New Jersey 07102 to plan, facilitate, and execute an educational program entitled Newark Watershed Science and Leadership Academy, which consists of Educational Experiences of the Pequannock Water Treatment Facility and Newark’s Watershed property , and a STEM-based summer curriculum for an amount not to exceed One Hundred Ninety Thousand Dollars and Zero Cents ($190,000.00) for a term of  October 1, 2025 through December 31, 2027; which may be extended by the parties subject to Municipal Council approval.

 

2.                     Pursuant to N.J.A.C. 5:30-5.5(a), Temporary Budget, attached hereto is a partial Certification of Funds issued by the Director of the Department of Finance, which state that there are available sufficient legally appropriated funds in the amount of $5,000.00 for the purposes set forth herein, under NW037-750-7501-71280-B2025 the certification shall be filed along with the original resolution in the Office of the City Clerk. The remainder of the funding for this contract will be subject to appropriation in the 2025, 2026 and 2027 Budget and funds will be certified prior to services being provided by the contractor.

 

3.                     The City shall be responsible for an amount up to One Hundred Ninety Thousand Dollars and Zero Cents ($190,000.00).   The funds will be drawn from the Division of Water Budget:  NW037-750-7501-71280-B2025

 

4.                     There shall be no amendment or change to the contract without approval by the Municipal Council.

STATEMENT

This Resolution authorizes the Mayor of the City of Newark and/or his designee(s), the Business Administrator and/or the Director of the Department of Water and Sewer Utilities, to enter into and execute the Memorandum of Understanding with the Newark Board of Education, to plan, facilitate, and execute an educational program entitled Newark Watershed Science and Leadership Academy, which consists of Educational Experiences of the Pequannock Water Treatment Facility and Newark’s Watershed property, and a summer curriculum for STEM students for an amount not to exceed One Hundred Ninety thousand Dollars and Zero Cents ($190,000.00) for a term of  October 1, 2025 through December 31, 2027.
