WHEREAS, without any application required by the City of Newark, the State of New Jersey Department of Labor and Workforce Development granted the City of Newark the following allocation of funds under the Workforce Investment Act (WIA) of 1998 for Program Year 2014 (July 1, 2014 through June 30, 2015), which must be fully expended by no later than June 30, 2016:
 
            WIA Adult Program                        $2,162,627.00
            WIA Dislocated Worker Program           $   939,688.00
            WIA Youth Program                        $2,188,463.00
 
TOTAL                                                                           $5,290,778.00
 
for a combined total of $5,290,778.00 in WIA allocations (copies of Award Letters and Notices of Obligation for WIA Adult Program, WIA Dislocated Worker Program and WIA Youth Program, are attached hereto and made a part hereof); and
 
      WHEREAS, this is an annual grant allocation from the State of New Jersey Department of Labor and Workforce Development; and
 
      WHEREAS, funds obligated for any program year for program activities carried out under WIA, Title I, may be expended during that year and the succeeding program year consistent with 29 USC 2939 (g).
 
 
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
 
1.      The Mayor and/or his designees, the Director of the Department of Economic and Housing Development and the Acting Deputy Director of NewarkWORKS are hereby authorized to accept the following funds allocated to the Newark Workforce Investment Board and to incorporate said funds into the Newark Program Year 2014 Workforce Development Area Contract:
 
WIA Adult Program                              $2,162,627.00
WIA Dislocated Worker Program                   $   939,688.00
WIA Youth Program                          $2,188,463.00

2.      The Mayor and/or his designees, the Director of the Department of Economic and Housing Development and the Acting Deputy Director of NewarkWORKS, are hereby authorized to enter into and execute a Program Year 2014 Workforce Development Area Contract with the State of New Jersey Department of Labor and Workforce Development, as may be necessary to receive and fully expend, no later than June 30, 2016, the grant awards totaling $5,290,778.00 for the above purposed to be used for Program Year 2014 (July 1, 2014 through June 30, 2015).
 
3.      The funds are to be expended consistent with an expenditure plan proposed by NewarkWORKS and approved by the Newark Workforce Investment Board ("NWIB") in accordance with strategic workforce priorities set by the NWIB.
 
4.      The Municipal Council hereby ratifies this grant acceptance from July 1, 2014 to date of adoption of this authorizing resolution.
 
5.      No municipal funds, or commitment of municipal resources or staff, are required for receipt or acceptance of this grant award.
 
6.      The Acting Deputy Director of NewarkWORKS shall file copies of the Award Letters, Notices of Obligation, and fully-executed Program Year 2014 Workforce Development Area contracts, with the Office of the City Clerk.
 
 
 
STATEMENT
This resolution authorizes the Mayor and/or his designees, the Director of the Department of Economic and Housing Development and the Acting Deputy Director of NewarkWORKS, to accept and expend WIA funds as allocated to the Newark Workforce Investment Board in the amounts of $2,162,627.00 for the WIA Adult Program, $939,688.00 for the WIA Dislocated Worker Program, and $2,188,463.00 for the WIA Youth Program for a combined  total of $5,290,778.00 from the State of New Jersey  Department of Labor and Workforce Development.  These funds are allocated consistent with the Workforce Investment Act of 1998, for Program Year 2014 (July 1, 2014 through June 30, 2015) and are to be fully expended by no later than June 30, 2015.  No municipal funds, or commitment of municipal resources or staff are required for the receipt or acceptance these grant awards.
