WHEREAS, the North Jersey Transportation Planning Authority ("NJTPA") is working with the Federal Highway Administration ("FHWA"), the New Jersey Department of Transportation ("NJDOT"), subregions and other state and local agencies to make travel a safer and more reliable experience within its region utilizing the Local Safety Program; and

WHEREAS, on March 1, 2024 the NJTPA invited the City of Newark ("City") to submit an application for the FY 2025 solicitation of the Local Safety and/or High-Risk Rural Roads Programs; and

WHEREAS, on October 29, 2024, the City through the Department of Engineering, submitted an application to the NJPTA requesting grant funding in the amount of $39,324,332.00 from the NJTPA FY 2025 Local Safety Program for the City's Clinton Avenue Safety Improvements Project, with no City funds required.

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

1. The Mayor of the City of Newark (the City) and/or his designee, and the Acting Director of the Department of Engineering, are hereby authorized to submit an application to the North Jersey Transportation Planning Authority ("NJTPA") and the New Jersey Department of Transportation ("NJDOT"), on behalf of the City, requesting grant funding in the amount of $39,324,332.00 from the NJTPA FY 2025 Local Safety Program, for the City's Clinton Avenue Safety Improvements Project, with no City funds required (the, "Application")(a copy of the Application is attached hereto and made a part hereof).

2. The Municipal Council hereby ratifies its authorization of the Application to the NJTPANJDOT for the NJTPA FY 2025 Local Safety Program from the date of application submission to the date of adoption of this authorizing Resolution.

3. Upon notification of Award, the City shall seek Municipal Council Approval for the receipt of the grant funds.

4. The Director of Engineering shall file a fully-executed copy of the grant Application in the Office of the City Clerk.

STATEMENT

This Resolution ratifies and authorizes the actions taken by the City of Newark, Department of Engineering, to submit the FY 2025 Local Safety Program application for grant funding from the North Jersey Transportation Planning Authority ("NJTPA"), for the Clinton Avenue Safety Improvements Project.
