WHEREAS, the Department of Administration, Office of Violence Prevention and Trauma Recovery (OVP), provides support and empowers individuals and families who have been impacted by a crime to help them restore their dignity and safety. OVP works with the inherent resiliency and self-determination of clients to encourage them to lead their path to restoring their personal power under the New Jersey Victims of Crime Act (VOCA); and

WHEREAS, the State of New Jersey, Office of the Attorney General, Department of Law and Public Safety has made grant funds available for the provision of such services through the Victims of Crime Act (VOCA) Victim Assistance Grant (VAG) Program; and

WHEREAS, on or about October 2, 2023, on behalf of the City of Newark (the “City”), the Director of OVP submitted an application to the State of New Jersey, Office of the Attorney General, Department of Law and Public Safety, PO Box 081, Trenton, NJ 08525-0081 (“DLPS”), requesting grant funding of in the amount of One Hundred Thirty-Seven Thousand Five Hundred Dollars and Zero Cents ($137,500.00), for the New Jersey Victims Assistance Grant - North Ward (“North Ward Victim Assistance Grant - VAG-05-21”) to provide support and work with victims of crime; and

WHEREAS, as a result of this application, the City has been awarded a North Ward Victim Assistance Grant - VAG-05-21 in the amount of $137,500.00 from the DLPS to provide individualized advocacy, educational crime prevention workshops and support groups for victims of crime, for the period commencing on September 1, 2023 through August 31, 2024.

 

WHEREAS, the City recognizes that the DLPS may extend the grant period and/or provide additional funds if made available; and

WHEREAS, the DLPS may therefore amend the grant to reflect the extension of grant period and/or increase or decrease of additional funds if made available;

WHEREAS, the City wishes to agree to enter into a grant agreement for the receipt of the grant funds and any amendments thereto; and

 

                     WHEREAS, the City wishes to accept the grant award; and

 

WHEREAS, in-kind municipal matching funds in the amount of Forty Thousand Seven Hundred Forty-Four Dollars and Zero Cents ($40,744.00) are required for acceptance of the grant award; and

 

WHEREAS, the grant funds will only be used to maintain already existing services, and will not be used to create a new service or to expand an existing service.

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

1.                     The Mayor and/or his designee, the Business Administrator, are hereby authorized to submit an application to the State of New Jersey, Office of the Attorney General, Department of Law and Public Safety, PO Box 081, Trenton, NJ 08525-0081(“DLPS”), requesting grant funding  from the New Jersey Victims of Crime Act (VOCA) Victims Assistance Grant Program for the New Jersey Victims Assistance Grant - Northward (North Ward Victim Assistance Grant - VAG-05-21), in the amount of One Hundred Thirty-Seven Thousand Five Hundred Dollars and Zero Cents ($137,500.00), for the provision of victims of crime services, community outreach, and case management for victims and families who have been impacted by a crime.

2.                     The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.

3.                     The North Ward Victim Assistance Grant - VAG-05-21, in the amount of One Hundred Thirty-Seven Thousand Five Hundred Dollars and Zero Cents ($137,500.00), from the State of New Jersey, Office of the Attorney General, Department of Law and Public Safety,  is hereby accepted (a copy of the award is attached hereto and made a part hereof).

4.                     The Mayor and/or his designee, the Business Administrator, are hereby authorized to enter into and execute a grant agreement with the State of New Jersey, Office of the Attorney General, Department of Law and Public Safety to receive and expend the aforementioned grant funds for the period commencing on September 1, 2023 and terminating on August 31, 2024 (a copy of the Agreement is attached and made a part hereto).

 

5.                     The Municipal Council hereby ratifies its authorization of the execution of the grant agreement, any ancillary documents, and any amendments thereto from the date of their execution to the date of adoption of this authorizing resolution.

 

6   In-kind municipal matching funds in the amount of Forty Thousand Seven Hundred Forty-Four Dollars and Zero Cents ($40,744.00) shall be provided.

 

7  The Director of the Office of Violence Prevention and Trauma Recovery shall file fully-executed copies of the grant application, the award letter, and the grant agreement in the Office of the City Clerk.

STATEMENT

 

This resolution ratifies and authorizes the actions taken by the Mayor and/or his designee, the Business Administrator,  to submit an application for grant funding from the State of New Jersey, Office of the Attorney General, Department of Law and Public Safety New Jersey Victims of Crime Act (VOCA) Victims Assistance Grant Program for the North Ward Victim Assistance Grant - VAG-05-21 for the period September 1, 2023 through August 31, 2024, and further ratifies and authorizes the execution of the grant agreement necessary to receive the grant funds in the amount of One Hundred Thirty-Seven Thousand Five Hundred Dollars and Zero Cents ($137,500.00) and further authorizes the acceptance of the grant funds.
