WHEREAS, the State of New Jersey Office of Homeland Security and Preparedness has funds available to support the City of Newark Metropolitan Medical Response System (MMRS); and
WHEREAS, the Department of Child and Family Well-Being desires to continue providing emergency preparedness through planning, training, equipment acquisition and exercises in order to respond to a chemical, biological, radiological, nuclear, explosive (CBRNE) event and/or natural disaster; and
WHEREAS, on June 10, 2011, on behalf of the City of Newark, the Director of Child and Family Well-Being submitted an application to the State of New Jersey Office of Homeland Security and Preparedness, requesting grant funding in the amount of $281,693.00 from the State of New Jersey Office for Emergency Preparedness and Response to a CBRNE and/or natural disaster; and
WHEREAS, as a result of this application, the City of Newark has been awarded a grant in the amount of $281,693.00 from the State of New Jersey Office of Homeland Security and Preparedness, for providing emergency preparedness through planning, training, equipment acquisition and exercises in order to respond to a chemical, biological, radiological, nuclear, explosive (CBRNE) event and/or natural disaster for the period commencing on September 1, 2011 and terminating on August 31, 2014; and
WHEREAS, the City of Newark, Department of Child and Family Well-Being desires to accept funds in the amount of $281,693.00; and
WHEREAS, the City of Newark recognizes that the State of New Jersey Office of Homeland Security and Preparedness may extend the time of the Grant Award and/or increase or decrease additional funds if made available; and
WHEREAS, the City of Newark wishes to agree to any amendments to the Grant.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

- The Mayor and/or his designee, the Director of Department of Child and Family Well-Being, are hereby authorized to submit an application to the State of New Jersey Office of Homeland Security and Preparedness, Grants and Program Management Bureau, P.O. Box 091, Trenton, New Jersey 08625, requesting funds in the amount of $281,693.00 for continued provision of emergency preparedness through planning, training, equipment acquisition and exercising in order to respond to a chemical, biological, radiological, nuclear, explosive (CBRNE) event and/or natural disaster with no city funds required (a copy of the application is attached hereto and made a part hereof).

- The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.
- The grant award in the amount of $281,693.00 from the New Jersey Office of Homeland Security and Preparedness is hereby accepted (a copy of the award letter is attached hereto and made a part hereof).

- The Mayor and/or his designee, the Director of Department of Child and Family Well-Being are hereby authorized to enter into and execute grant documents with the State of New Jersey Office of Homeland Security and Preparedness, to receive and expend the grant award in the amount of $281,693.00, for the City of Newark Metropolitan Medical Response System for the period commencing on September 1, 2011 and terminating on August 31, 2014 (a copy of the grant award is attached hereto and made a part hereof).

- The Municipal Council hereby ratifies the acceptance of this grant award from September 1, 2011 to the date of adoption of this authorizing resolution.

- No municipal funds are required for receipt or acceptance of this grant award.
7 The Director of the Department of Child and Family Well-Being shall fully-executed copy of the grant application and the award letter with the City of Newark's City Clerk.
STATEMENT
This resolution ratifies and authorizes the actions taken by the Mayor and the Director of the Department of Child and Family Well-Being to apply for and accept grant funds in the amount of $281,693.00 from the New Jersey Office of Homeland Security and Preparedness, Grants and Program Management Bureau, which funds shall be used for emergency preparedness and response to (CBRNE) events and natural disasters under the Metropolitan Medical Response System within the City of Newark, for the period commencing on September 1, 2011 and terminating on August 31, 2014. No municipal funds are required from the municipal budget.
