                      WHEREAS, the City of Newark’s (hereinafter, “City”) Department of Health and Community Wellness (hereinafter, “DHCW”) provides medical care services pursuant to and consistent with the Health Center Program laws and regulations (including Section 330 of Public Health Services Act, 42 U.S.C. Section 254b and 42 C.F.R. § 51c.301, et seq.); and

 

WHEREAS, Seton Hall University (“Seton Hall”) has been awarded the multi-year grant #UK1HP46062 from the United States Health Resources and Services Administration, and the City is a subcontractor, for the expansion and strengthening of the nurse workforce for integrated health in vulnerable populations; and

 

                     WHEREAS, on October 19, 2023, Seton Hall sent the City a sub-award amendment in an amount of Two Hundred Ninety Three Thousand One Hundred Forty Two Dollars and Zero Cents ($293,142.00) and also extended the award until June 30, 2024 (a copy of the sub-award amendment is attached hereto and made a part hereof); and

 

WHEREAS, the Director of the DHCW desires to accept said grant funds; and

 

WHEREAS, the City recognizes that Seton Hall may extend the time of the grant award and/or provide additional funds when it becomes available; and 

 

WHEREAS, Seton Hall may amend the sub-award to reflect any time extension and/or increase or decrease of grant funds, as appropriate and which shall be subject to approval by the Municipal Council by resolution; and

 

WHEREAS, the terms of this sub-award may only be waived or amended by the parties duly authorized to execute the grant, subject to the approval of the Municipal Council by resolution.

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor of the City of Newark and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to accept the sub-award amendment from  Seton Hall University,  400 South Orange Avenue, South Orange, New Jersey 07079, for an increase of funds in the amount of Two Hundred Ninety Three Thousand One Hundred Forty Two Dollars and Zero Cents ($293,142.00) and extension of time through June 30, 2024, for the continued expansion and strengthening of the nurse workforce for integrated health in vulnerable populations.

 

2.                     The Municipal Council hereby ratifies its authorization of the signing of the sub-award amendment from the date of the amendment to the date of adoption of this authorizing Resolution (a copy of the Sub-Award Amendment is attached hereto and made a part hereof).

 

3.                     The Mayor of the City of Newark and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to file the electronic acceptance necessary to accept the amendment to the sub-award.

 

4.                     The Municipal Council hereby ratifies the acceptance of this amendment to the sub-award from the date that the electronic acceptance was filed to the date of adoption of this authorizing Resolution.

 

5.                     The Mayor of the City of Newark and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to receive and expend the sub-award for the continued expansion and strengthening of the nurse workforce for integrated health in vulnerable populations to the City of Newark and surrounding areas for the period commencing on July 1, 2023 and terminating on June 30, 2024 (a copy of the Notice of Award is attached hereto and made a part hereof).       

 

6.                     The Department of Health and Community Wellness shall, upon any extension of time of the grant and/or upon any increase or decrease of the grant funds, submit to the Municipal Council for its consideration an amending Resolution reflecting the final time and amount of the awarded grant.

 

7.                     No municipal matching funds are required for the receipt or acceptance of this grant award. 

 

                     

STATEMENT

 

This Resolution authorizes and ratifies the actions taken by the Mayor of the City of Newark and/or his designee, the Director of Health and Community Wellness, to accept an amendment to the sub-award in the amount of $293,142.00 from Seton Hall University for the continued expansion and strengthening of the nurse workforce for integrated health in vulnerable populations to the City of Newark and surrounding areas, for the period commencing on July 1, 2023 and terminating June 30, 2024. No municipal matching funds are required for the receipt or acceptance of these grant funds.
