WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of Eight Hundred Twenty-Five Thousand Dollars and Zero Cents ($825,000.00) for the New Jersey Victim of Crime Act (VOCA) Grant (City Wide), and no adequate provision has been made in the 2023 Temporary Budget for the aforesaid purpose, and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the same; and
WHEREAS, by the award letter dated October 11, 2022, the State of New Jersey, Office of the Attorney General, Department of Law and Public Safety has awarded the City of Newark the New Jersey Victim of Crime Act (VOCA) Grant funding of $825,000.00, for six (6) New Jersey Victim Assistance Grants: Central Ward Project ($137,500.00), East Ward Project ($137,500.00), North Ward Project ($137,500.00), Shani Baraka Resource Center Project ($137,500.00), South Ward Project ($137,500.00), and West Ward Project ($137,500.00). The aforementioned program focuses on support and empowerment to individuals and families who have been impacted by violent crimes and will initiate helping victims to restore dignity and safety within the City of Newark and surrounding area(s); and
WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, emergency appropriations adopted in 2023 pursuant to N.J.S.A. 40A:4-20, including this Resolution, total $................$317,290,727.54.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. A temporary emergency appropriation be and the same is hereby made for the following classification:

2. This Resolution shall relate back to September 1, 2022 to the date of adoption of this Resolution.
3. Said emergency appropriation shall be provided for in the 2023 Budget.
4. A copy of this Resolution shall be filed with the Director of Local Government Services by the Acting City Clerk.
STATEMENT
This Resolution ratifies, authorizes, and establishes the temporary emergency appropriation for The New Jersey Victim of Crime Act (VOCA) Grant (City Wide) in the amount of $825,000.00.
