WHEREAS, pursuant to N.J.S.A. 40A:4-19 the Municipal Council adopted Resolution 7R1-e dated December 21, 2022 to provide funds for the period January 1, 2023 through March 31, 2023, Resolution 7R1-a dated April 5, 2023 provide funds for the period April 1, 2023 through April 30, 2023, Resolution 7R1-a dated May 3, 2023 provide funds for the period May 1, 2023 through May 31, 2023, Resolution 7R1-e dated May 24, 2023 provide funds for the period June 1, 2023 through June 30, 2023 and Resolution 7R1-b(s/as) dated June 27, 2023 provide funds for the period July 1, 2023 through July 31, 2023 until the adoption of the Operating Budget of the City of Newark, New Jersey; and
WHEREAS, additional appropriations will be required from August 1, 2023 through August 31, 2023 until the adoption of 2023 Operating Budget; and
WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, TE #45 is to provide funds for the period of August 1, 2023 through August 31, 2023, until the adoption of the budget; and
WHEREAS, the emergency appropriations adopted in 2023 pursuant to N.J.S.A.:40A:4-20 including this Resolution total..............................................$443,979,678.43.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Governing Body by a two-thirds vote of its full membership hereby amends its temporary budget by making the following emergency temporary appropriations.

STATEMENT
This Resolution establishes a temporary emergency appropriation to provide operating funds from August 1, 2023 through August 31, 2023, until the adoption of the 2023 Municipal Budget.
