Whereas, the Department of Fire in its continuous efforts to maintain and increase the number of trained, front-line Firefighters in the City of Newark; and
 
Whereas, The United States Department of Homeland Security through the Federal Emergency Management Agency (FEMA) has implemented the FY 2012 Staffing for Adequate Fire and Emergency Response (SAFER) Grant Program to eligible municipalities and fire districts; and
 
Whereas, On August 10, 2012, on behalf of the City of Newark, the Director of the Department of Fire submitted an application to the United States Department of Homeland Security, Federal Emergency Management Agency, 500 C Street, S.W., Washington, DC 20472, requesting grant funding in the amount of $3,171,693.00 to aid in our continuous efforts of protecting the health and safety of the public and firefighting personnel against fire and fire-related hazards; and
 
Whereas, as a result of this application, the United States Department of Homeland Security through the Federal Emergency Management Agency under the SAFER Grant Program awarded the City of Newark, $3,171,693.00, for the continued need to increase or maintain trained, front-line Firefighters in the City of Newark for the period commencing on June 30, 2013 to June 30, 2015; and
 
Whereas, the City of Newark Department of Fire desires to accept funds in the amount of $3,171,693.00; and
 
Whereas, the City of Newark wishes to agree to any amendments to the Grant.
 
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
  1. The Mayor and/or his designee the Director of the Department of Fire are hereby authorized to submit an application to the United States Department of Homeland Security through the Federal Emergency Management Agency under the FY 2012 Staffing for Adequate Fire and Emergency Response (SAFER) Grant Program requesting funding in the amount of $3,171,693.00 for the continued need to increase or maintain trained, front-line Firefighters in the City of Newark with no City funds required (a copy of the application is attached hereto and made a part thereof)
  1. The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.
  1. The grant award in the amount of $3,171,693.00 from the United States Department of Homeland Security through the Federal Emergency Management Agency is hereby accepted (a copy of the award letter is attached hereto and made a part hereof)
  1. The Mayor and/or his designee, the Director of the Department of Fire, are hereby authorized to receive and expend the grant award for the continued need to increase or maintain trained, front-line Firefighters in the City of Newark, for the period commencing June 30, 2012 and terminating June 29, 2015 (a copy of grant award is attached hereto and made a part hereof).
  1. The Municipal Council hereby ratifies the acceptance of this grant from August 10, 2012 to the date of adoption of this authorizing resolution.
  1. No municipal funds are required for receipt or acceptance of this grant award.
  1. The Director of the Department of Fire shall file a fully executed copy of the grant application and notice of grant award in the Office of the City Clerk.
 
 
STATEMENT
 
This Resolution ratifies and authorizes the actions taken by the Director of the Department of Fire to submit application for grant funding from the United States Department of Homeland Security through the Federal Emergency Management Agency for the continued need to increase or maintain trained, front-line Firefighters in the City of Newark.  These funds will be utilized to aid in our continuous efforts of protecting the health and safety of the public and firefighting personnel against fire and fire-related hazards and furthermore, ratifies and authorizes the Mayor and/or his designee, the Director of the Department of Fire to accept grant funds in the amount of $3,171,693.00 for the period commencing on June 30, 2013 and terminating June 29, 2015.
