      WHEREAS, the Urban Areas Security Initiative (UASI) Grant Program's mission is to enhance regional preparedness in major metropolitan areas through direct assistance to participating jurisdictions in developing an integrated regional system for prevention, protection, response and recovery from terrorist events or natural catastrophes; and
 
      WHEREAS, on behalf of the City of Newark, the Director of the Department of Emergency Management & Homeland Security and Preparedness submitted investment justifications to the State of New Jersey Office of Homeland Security and Preparedness which submits the full application to the U. S. Department of Homeland Security and Preparedness on behalf of the UASI region requesting from the U. S. Department of Homeland Security for training, maintenance, radios, radio equipment, traffic and signals EOC integration, DPP position, and MMRS positions and equipment; and
 
      WHEREAS, as a result of this application, the City of Newark has been awarded a grant in the amount of $1,638,796.00 from the Urban Areas Security Initiative Grant for training, maintenance, radios, radio equipment, traffic and signals EOC integration, DPP position, and MMRS positions and equipment, commencing on September 1, 2014 and  terminating on August 31, 2016; and
 
      WHEREAS, the City must execute a grant agreement with the State of New Jersey Office of Homeland Security and Preparedness in order to obtain the grant award with no municipal funds required.
 
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
 
1. Mayor and/or his designee, the Director of the Department of Emergency Management and Homeland Security and Preparedness are hereby authorized to submit investment justifications to the State of New Jersey Office of Homeland Security and Preparedness, requesting grant funding in the amount of $1,638,796.00 from the Urban Areas Security Initiative for the prevention, protection, response and recovery from terrorist events or natural catastrophes with no municipal funds required (copies of the investment justifications are attached hereto and made a part hereof).
 
2.  The Municipal Council hereby ratifies its authorization of these investment justifications from the date of investment justifications submission to the date of adoption of this authorizing resolution.
 
3.  The grant award in the amount of $1,638,796.00 from the Urban Areas Security Initiative is hereby accepted (a copy of the award letter is attached hereto and made a part hereof).
 
4.  The Mayor/ and or his designee, the Director of the Department of Emergency Management and Homeland Security and Preparedness, are hereby authorized to enter into and execute grant documents with the State of New Jersey Office of Homeland Security and Preparedness to receive and expend the grant award in the amount of $1,638,796.00 to implement training, maintenance, radios, radio equipment, traffic and signals EOC integration, DPP position, and MMRS positions and equipment.
 
5.  The agreement between the City of Newark and the State of New Jersey Office of Homeland Security and Preparedness is hereby ratified from September 1, 2014 to the date of adoption of this authorizing resolution.
 
6.  No municipal funds are required for receipt or acceptance of this grant award.
 
7.  The Director of the Department of Emergency Management and Homeland Security and Preparedness shall file a fully-executed copy of the Urban Areas Security Initiative application, the grant award letter and grant agreement in the Office of the City Clerk.
 
 
STATEMENT
 
This resolution ratifies and authorizes the actions taken by the Director of the Department of Emergency Management and Homeland Security and Preparedness to submit investment justifications for the Urban Areas Security Initiative funding from the State of New Jersey Office of Homeland Security and Preparedness for the prevention, protection, response and recovery from terrorist events or natural catastrophes, and furthermore, ratifies and authorizes the Mayor and/or his designee, the Director of the Department of Emergency Management and Homeland Security and Preparedness, to enter into and execute an agreement with to accept and expend Urban Areas Security Initiative funding in the amount of $1,638,796.00 for the prevention, protection, response and recovery from terrorist events or natural catastrophes for the period commencing on September 1, 2014 and terminating August 31, 2016.  No municipal funds required.
