Original Resolution 7R1-g adopted on April 21, 2020 awarded a contract to provide a Community Based Violence Reduction Initiative under the Department of Administration in an amount not to exceed $249,758.00 for a period not to exceed one (1) year (September 9, 2020 through September 9, 2021).
This First Amendment will extend the contract period by an additional twelve (12) months, for a new contract period of September 9, 2020 through September 9, 2022.

WHEREAS, pursuant to Resolution 7R1-g, adopted on April 21, 2020, the Municipal Council authorized the Business Administrator and/or the Purchasing Agent, QPA, to enter into and execute a contract with Newark Community Street Team, 400 Hawthorne Avenue, Newark, New Jersey 07112, to provide a Community Based Violence Reduction Initiative for rehabilitation services for young victims of violence for the City of Newark, Department of Administration in an amount not to exceed Two Hundred Forty-Nine Thousand Seven Hundred Fifty-Eight Dollars and Zero Cents ($249,758.00) for a period not to exceed one (1) year; and
WHEREAS, Newark Community Street Team has requested authorization to extend the contract end date of September 9, 2021 to September 9, 2022 to allow the Newark Community Street Team to provide a Community Based Violence Reduction Initiative for rehabilitation services for young victims of violence for the City of Newark; and
WHEREAS, during the COVID-19 pandemic there was an increase in crime and violence in Newark, the Newark Community Street Team was instrumental in providing community based intervention that consisted of conflict resolution, mediation, and crime scene response that helped to reduce crime and violence throughout the City; and
WHEREAS, a disruption in this high risk intervention service may be detrimental to the community as we continue to navigate through this public health crisis; and
WHEREAS, pursuant to N.J.S.A. 40A:11-4.2 the duration of this Agreement may be extended to allow twelve (12) month extension, provided that any such extension is at no additional cost to the City, is authorized by Resolution of the Municipal Council, including a finding that the services are being performed in an effective and efficient manner and is in writing and signed by both parties; and
WHEREAS, the Business Administrator desires to extend the Agreement for an additional twelve (12) months; and
WHEREAS, this project does not require the use of additional funds and all other terms and conditions contained in Agreement authorized under Resolution 7R1-g, adopted on April 21, 2020, shall remain in full force and effect.
NOW THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor of the City of Newark and/or his designee, the Deputy Mayor/Director of the Department of Economic and Housing Development, are hereby authorized to enter and execute an extension of the Contract Agreement for twelve (12) months, from September 9, 2021 through September 9, 2022, to allow the Newark Community Street Team, 400 Hawthorne Avenue, Newark, New Jersey 07112, to provide a Community Based Violence Reduction Initiative for rehabilitation services for young victims of violence for the City of Newark, Department of Administration, no additional funds are required.
2. The Agreement extension is hereby ratified from September 9, 2021 to the date of adoption of this authorizing Resolution.
3. This Resolution and a fully executed copy of the First Amended Agreement shall be filed with the Office of the City Clerk by the Business Administrator and/or his designee, the Purchasing Agent, QPA.
4. The Agreement may be extended for twelve (12) months, provided that any such extension is at no additional cost to the City, is authorized by Resolution of the Municipal Council, including a finding that the services are being performed in an effective and efficient manner and is in writing and signed by both parties.
5. This project does not require the use of additional funds and all other terms and conditions contained in the Agreement authorized pursuant to Resolution 7R1-g, adopted on April 21, 2020.
STATEMENT
This Resolution amends, ratifies, and authorizes the Mayor of the City of Newark and/or his designees, the Deputy Mayor/Director of the Department of Economic and Housing Development, are hereby authorized to enter and execute an extension of the Contract Agreement for twelve (12) months, from September 9, 2021 through September 9, 2022, to allow the Newark Community Street Team, 400 Hawthorne Avenue, Newark, New Jersey 07112, to provide a Community Based Violence Reduction Initiative for rehabilitation services for young victims of violence for the City of Newark, Department of Administration. No additional municipal funds are required.
