WHEREAS, the Newark Safe Gateway Pedestrianization and Traffic Calming Project is a transformative initiative aimed at enhancing pedestrian safety, accessibility, and urban connectivity within Newark’s central corridors. This project seeks to reimagine key thoroughfares by prioritizing walkability, reducing vehicular traffic, and fostering a more vibrant, inclusive public realm; and
WHEREAS, in March 2024, the New Jersey Department of Transportation (NJDOT) announced funding in the amount of Four Million Thirty-One Thousand Dollars and Zero Cents ($4,031,000.00) (“Grant Funds”), through the Transportation, Housing and Urban Development and Related Agencies Appropriations Act, 2024. (P.L. 118-0042) for the purpose of the Newark Safe Gateway Pedestrianization and Traffic Calming Project (“Project”) in the City of Newark (the “City”); and
WHEREAS, no Municipal funds are required for the receipt or acceptance of the grant award; and
WHEREAS, the City desires to accept said Grant Funds; and
WHEREAS, the project will enhance pedestrian and bicycle accessibility and safety, improve traffic calming measures, and foster a more livable and connected streetscape along the Broad Street corridor between the US 21 off-ramp/on-ramps and Emmett Street.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor of the City of Newark and/or his designee, and the Business Administrator, are hereby authorized to apply for, and accept grant funding from the New Jersey Department of Transportation, P.O. Box 600, Trenton, New Jersey 08625, in the amount of Four Million Thirty One Thousand Dollars and Zero Cents ($4,031,000.00) (“Grant Funds”) for the Newark Safe Gateway Pedestrianization and Traffic Calming Project.
2. The Mayor of the City of Newark and/or his designee, and the Business Administrator, are further authorized to execute a grant agreement or any other document necessary to receive the grant funds and to receive and expend the grant funds pursuant to the terms of the grant agreement.
3. The Municipal Council hereby ratifies its authorization of the application for the Grant Funds from June 24, 2025, to the date of this authorizing Resolution.
4. The Municipal Council hereby authorizes the acceptance of this grant award, and the execution of any grant agreement from the earliest of the dates of application submission, acceptance of the funds, or execution of any pertinent grant agreement or document to the date of the adoption of this authorizing Resolution.
5. No Municipal funds are required for the receipt or acceptance of the grant award.
6. The Business Administrator shall file in the Office of the City Clerk a full executed copy of the grant agreement, and any other documents relating to the grant.
STATEMENT
This Resolution ratifies and authorizes the Mayor of the City of Newark, and/or his designee, and the Business Administrator, to apply for and accept grant funding from the New Jersey Department of Transportation, P.O.
