WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of $134,400.00 for the HRSA FY 2021 National Hypertension Initiative Program and no adequate provision has been made in the 2021 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, by award letter dated January 11, 2021, the U.S. Department of Health and Human Services/Health Resources and Services Administration (HRSA) awarded the City of Newark funds for the HRSA FY 2021 National Hypertension Initiative Program for $134,400.00. The aforementioned program will provide health care services to address hypertension (high blood pressure) among racial and ethnic populations to the residents of the City of Newark; and
WHEREAS, a previous resolution authorizing TE #17 and prior emergency appropriations submitted for Municipal Council approval totaled $144,062,559.36; and
WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, an emergency appropriation, adopted in 2021, pursuant to N.J.S.A. 40A: 4-20 including this resolution total…………………$144,196,959.36.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. A temporary emergency appropriation be and the same is
hereby made for the following classification:

2. Said emergency appropriation shall be provided for in the 2021 budget, and is ratified from January 1, 2021 to the date of adoption of this authorizing resolution.
3. The City Clerk shall file a copy of this resolution with the Director of Local Government Services.
STATEMENT
This resolution ratifies, authorizes and establishes the temporary emergency appropriation for the HRSA FY 2021 National Hypertension Control Initiative Program in the amount of $134,400.00. On January 11, 2021, the U.S. Department of Health and Human Services/Health Resources and Services Administration awarded the funds to the City of Newark. The project period is January 1, 2021 through December 31, 2023.
