                     WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of Seventy-Five Thousand Dollars and Zero Cents ($75,000.00) for urban forest management practices to ensure equitable canopy distribution, improve air quality, mitigate urban heat, and engage residents and youth in stewardship, and no adequate provision has been made in the 2026 Temporary Budget for the aforesaid purpose; and

 

WHEREAS, N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the same; and

-

 

      WHEREAS, by a Notice of Award dated August 5, 2025, the USDA Forest Service, Urban and Community Forestry Program awarded the City of Newark a Grant in the amount of Seventy-Five Thousand Dollars and Zero Cents ($75,000.00), for Newark’s urban forest management practices to ensure equitable canopy distribution, improve air quality, mitigate urban heat, and engage residents and youth in stewardship; and

 

                     WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and

 

                     WHEREAS, emergency appropriations adopted in 2026 pursuant to N.J.S.A. 40A:4-20, including this Resolution, total $175,760,198.56.

 

                     NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

 

1.                     A temporary emergency appropriation be and the same is hereby made for the following classification:

2.                     Said emergency appropriation shall be provided for in the 2026 budget.

 

3.                     A copy of this Resolution shall be filed with the Director of Local Government Services by the City Clerk.

 

STATEMENT

 

                     This Resolution authorizes a temporary emergency appropriation -- the Urban and Community Forest Sustainability Grant in the amount of Seventy-Five Thousand Dollars and Zero Cents ($75,000.00).  The USDA Forest Service, Urban and Community Forestry Program awarded the City of Newark the said Grant for the project period commencing October 6, 2025 to September 30, 2029 for the Sustainable Forestry Initiative, Inc. (SFI) Urban and Community Forest Sustainability Grant.
