WHEREAS, the New Jersey Department of Labor and Workforce Development WIOA Data Reporting and Analysis grant through the Newark Workforce Development Board (NWDB), for Program Year 2025 (July 1, 2025 through June 30, 2026) allows each local workforce board access to workforce activity and performance data that will assist with real-time program management and continuous quality improvement; and
WHEREAS, the Program Year 2025 funds must be fully obligated by June 30, 2026 and must be fully expended by June 30, 2026; and
WHEREAS, funds will be allocated as follows:

WHEREAS, no application was required for the City of Newark to apply for the grant; and
WHEREAS, this is an annual grant allocation from the State of New Jersey Department of Labor and Workforce Development, and it must be used in accordance to guidelines stated in the Notice of Award (NOA), consistent with the Newark Workforce Development Board strategic direction, and must be incorporated into the Program Year 2025 Newark Workforce Development Area Contract; and
WHEREAS, upon notification of the receipt of the grant awards, the Deputy Mayor of Workforce Development and the Director of One-Stop Career Center/NewarkWORKS desire to accept the grant awards and execute the Standard Assurances and Certifications Agreement; and
WHEREAS, it is in the best interest of the City of Newark to accept these funds; and
WHEREAS, no municipal funds, commitment of municipal resources, or staff are required for the receipt or acceptance of these grant funds.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor of the City of Newark and/or his designee, the Deputy Mayor of Workforce Development and the Director of One-Stop Career Center/NewarkWORKS, are authorized to accept the WIOA Data Reporting and Analysis grant funds allocated to the Newark Workforce Development Board (NWDB) from the State of New Jersey Department of Labor and Workforce Development and Economic Opportunity for Program Year 2025 (July 1, 2025 through June 30, 2026) and to incorporate said funds into the Newark Program Year 2025 Workforce Development Area Contract.
2. The grant funds shall be expended according to the guidelines stated in the Notice of Award (NOA), consistent with an expenditure plan approved by NWDB in accordance with strategic workforce priorities set by the NWDB.
3. The grant funds must be fully obligated by June 30, 2026 and must be fully expended by June 30, 2026.
4. The Municipal Council hereby ratifies the acceptance of the grant funds described above from July 1, 2025 to date of adoption of this authorizing Resolution.
5. The grant award in the amount of Twelve Thousand Nine Hundred Seventy-One Dollars and Zero Cents ($12,971.00) from the State of New Jersey Department of Labor and Workforce Development and Economic Opportunity from Program Year 2025 is hereby accepted. A copy of the award letters are attached hereto and made a part hereof.
6. The Mayor of the City of Newark and/or his designee, the Deputy Mayor for Workforce Development and the Director of One Stop Career Center/NewarkWORKS, are hereby authorized to enter into and execute a Program Year 2025 Workforce Development Area Contract and any other documents as may be necessary to accept and fully expend the grant award.
7. No municipal funds, or commitment of municipal resources or staff, are required for receipt or acceptance of this grant award.
8. The Deputy Mayor for Workforce Development and/or his designee, the Director of One Stop Career Center/NewarkWORKS shall file a fully-executed copy of the Grant Award Letter for Program Year 2025, the Notice of Award, Program Year 2025 Newark Workforce Development Contract, and any other documents that may be necessary in the Office of the City Clerk.
STATEMENT
This Resolution ratifies and authorizes the Mayor of the City of Newark and/or his designee, the Deputy Mayor of Workforce Development and the Director of One Stop Career Center/NewarkWORKS, to accept grant funds, and to execute a grant agreement for the expenditure of WIOA Data Reporting and Analysis funds in the amounts of Twelve Thousand Nine Hundred Seventy-One Dollars and Zero Cents ($12,971.00) from the State of New Jersey Department of Labor and Workforce Development, and furthermore, ratifies and authorizes the Mayor of the City of Newark and/or his designee, the Deputy Mayor of Workforce Development and the Director of One Stop Career Center/NewarkWORKS to enter into and execute a program year 2025 Newark Workforce Development Area contract. These funds are allocated for the period of July 1, 2025 through June 30, 2026 and funds must be fully obligated and fully expended by June 30, 2026. No municipal funds, or commitment of municipal resources or staff are required for receipt or acceptance of these grant awards.
