WHEREAS, the United States Department of Homeland Security, Federal Emergency Management Agency, has implemented the FY2015 Assistance to Firefighters Grant program to eligible municipalities and fire districts; and
WHEREAS, on or about January 14, 2016, on behalf of the City of Newark, the Director of the Department of Public Safety, caused to be submitted an application to the United States Department of Homeland Security, Federal Emergency Management Agency, requesting grant funding from the FY2015 Assistance to Firefighters Grant program in the amount of $90,000.00 for the purchase of 100 self-contained breathing apparatus cylinders for the fire service, as a large portion of existing cylinders are coming to the end of their life expectancy (a copy of the application is attached hereto and made a part hereof); and
WHEREAS, the grant funds would allow the City to purchase the much needed cylinders for interior firefighting and replace those cylinders that have reached the end of their life expectancy of 10 years; and
WHEREAS, as a result of the grant application, the United States Department of Homeland Security, Federal Emergency Management Agency, awarded the City of Newark $81,819.00 in grant funds from the FY2015 Assistance to Firefighters Grant program for the period commencing August 11, 2016 and terminating on August 10, 2017 (a copy of the Grant Award Letter is attached hereto as part of the Award Package, and made a part hereof); and
WHEREAS, in order to receive the grant funds, the City must establish acceptance of the grant award; and
WHEREAS, the grant requires matching funds in the total amount of $8,181.00; and
WHEREAS, the Finance Department has issued a Certification of Funds in the amount of $8,181.00 (a copy of which is attached hereto and made a part hereof) for the required matching funds; and
WHEREAS, the Director of the Department of Public Safety, recommends that the grant funds in the total amount of $81,819.00 be accepted.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designee, the Director of the Department of Public Safety, are hereby authorized to submit an application to the United States Department of Homeland Security, Federal Emergency Management Agency, under FY2015 Assistance to Firefighters Grant program, requesting funding in the total amount of $90,000.00 for the period commencing on August 11, 2016 and terminating on August 10, 2017.
2. The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.
3. The grant award in the total amount of $81,819.00 is hereby accepted.
4. The Mayor and/or his designee, the Director of the Department of Public Safety, are hereby authorized to enter into and agree to the grant’s associated “Agreement Articles” and “Obligating Document” (copies of which are attached hereto as part of the Award Package, and made a part hereof).
5. The Municipal Council hereby ratifies its authorization to enter into and agree to the grant’s associated “Agreement Articles” and “Obligating Document” from the date of execution to the date of adoption of this authorizing resolution.
6. Matching funds in the amount of $8,181.00 shall be provided from the following line appropriation: B2016, Business Unit 011, Department 090, Division 0901, Unclassified account.
STATEMENT
This resolution ratifies and authorizes the actions taken by the Mayor and/or his designee, the Director of the Department of Public Safety, to submit an application for grant funding from the United States Department of Homeland Security, Federal Emergency Management Agency, FY2015 Assistance to Firefighters Grant program, for the purchase of 100 self-contained breathing apparatus cylinders for firefighting, and further authorizes the acceptance of $81,819.00 in grant funds from the FY2015 Assistance to Firefighters Grant program, for the period commencing on August 11, 2016 and terminating on August 10, 2017. Matching funds in the amount of $8,181.00 shall be provided from the municipal budget.
