Additional Information:
(1) Emergency Contract 2015-07 in the amount of $46,000.00 from May 4, 2015 through August 3, 2015
(2) Emergency Contract 2015-07 in the amount of $40,000.00 from August 4, 2015 through November 3,2015, or until such time as a contract in entered into
(3) Total award amount of said emergency shall not exceed $86,000.00 (eighty-six thousand dollars and zero cents.)
Body
WHEREAS, on May 4, 2015 Emergency Contract 2015-07 was entered into to allow for continued operation and management services for the Municipal Television Studio in the amount of $46,000.00 (forty- six thousand dollars and zero cents; and
WHEREAS, the City issued a request for proposal for Operation and Management Services for the Municipal Television Studio on March 23, 2015; and
WHEREAS, one (1) bid was received by request for proposal due date on April 15, 2015, but was found to be deficient; and
WHEREAS, the City re-issued another request for proposal for Operation and Management Services for the Municipal Television Studio on July 17, 2015, with a due date of August 14, 2015; and
WHEREAS, three (3) bids were received on August, 14, 2015,
WHEREAS, the bids are being reviewed, but a contract has not been awarded; and
WHEREAS, Emergency Contract 2015-07 term was from May 4, 2015 through June 3, 2015; and
WHEREAS, Emergency Contract 2015-07 expired August 3, 2015; and
WHEREAS, additional funds in the amount of $40,000.00 (forty thousand dollars and not cents) and extension of time from August 3, 2015 through November 3, 2015, or until such time as a contract is entered into is needed; and
WHEREAS, it is imperative that the City continue to provide management and operation of the Municipal Television Studio for public health, safety and welfare of City residents; and
WHEREAS, pursuant to N.J.A.C.5:34-6.1, the City, is in need of an extension for existing Emergency Contract #E2015-07; and
WHEREAS, the business entity has certified that it is in compliance with Contractor Pay to Play Reform Ordinance, 2:4-22C; and
WHEREAS, City Ordinance 6PSF-e, April 6, 2011, Article 2:5-13.2(E)(1) (b), (c), states that Emergency Contracts shall not be for a period in excess of ninety (90) days and no extensions of an emergency contract shall be permitted without authorization by Municipal Council by a resolution.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designee, the Business Administrator and/ or the Director of Communications, are hereby ratified and authorized to extend Emergency Contract 2015-07 with Cologna Production, Inc. located at 119 Aycrigg Avenue, Passaic, New Jersey 07055, for the purpose of operation and management services for the Municipal Television Studio from August 4, 2015 through November 3, 2015, or until emergency condition is abated in the amount of $40,000.00 (forty thousand dollars and zero cents).
2. The extension of Emergency Contract 2015-07 will allow the continuation of Emergency Contract E2015-07 that commenced on May 4, 2015 through August 3, 2015.
3. Attached hereto is the Comptroller’s Certification of funds which states the funds in the amount of $40,000.00(forty thousand dollars and zero cents) are available from the line appropriation of the official budget which shall be charged is Business unit NW011; Dept. ID 200; Division/Proj. 2001; Account 96770; Budget Ref. B2015.
4. The total amount of said emergency including the amount expended to date shall not exceed $86,000.00 (eighty -six thousand dollars and zero cents).
5. An executed copy of said emergency contract extension shall be filed with the Office of the City Clerk by the Business Administrator for the City of Newark.

The Mayor and/or his designee, the Business Administrator and/ or the Director of Communications, are hereby ratified and authorized to extend emergency contract 2015-07 with Cologna Production, Inc. 119 Aycrigg Avenue, Passaic, New Jersey 07055, for the purpose of operation and management services for the Municipal Television Studio from August 4, 2015 through November 3, 2015, or until emergency condition is abated, in the amount of $40,000.00 (forty thousand dollars and zero cents).
