WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $17,394.00 the City was awarded a sub-award, by the Greater Nature Conservancy, Inc., 32 Prince Street, Newark, NJ 07102 for the implementation of the “Increasing Food Production in the Passaic Watershed Region” Project to advance policy solutions that address infrastructure barriers for urban growers that contribute to the long-term sustainability of Newark’s local food system; and
WHEREAS, N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the same; and
WHEREAS, by a Notice of Award dated February 26, 2026, Greater Newark Conservancy, Inc. awarded the City of Seventeen Thousand and Three Hundred and Ninety-Four Dollars and Zero Cents ($17,394.00) a grant for the implementation of the “Increasing Food Production in the Passaic Watershed Region” Project and advance policy solutions to contribute to the long-term sustainability for Newark’s local food system.; and
WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, emergency appropriations adopted in 2026 pursuant to N.J.S.A. 40A:4-20, including this Resolution, total $ 606,118,141.36

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Governing Body by two thirds vote of its full membership hereby amends it temporary budget by making the following temporary emergency appropriation:

2. Said emergency appropriation shall be provided for in the 2026 budget.
3. A copy of this Resolution shall be filed with the Director of Local Government Services by the City Clerk.
STATEMENT
This Resolution authorizes a temporary emergency appropriation for the implementation of the “Increasing Food Production in the Passaic Watershed Region” Project and advance policy solutions to contribute to the long-term sustainability for Newark’s local food system in the amount of Seventeen Thousand and Three Hundred and Ninety-Four Dollars and Zero Cents ($17,394.00). Greater Newark Conservancy, Inc. awarded the funds to the City of Newark.
