WHEREAS, the Department of Health and Community Wellness provides medical care services pursuant to and consistent with Health Care Program Statutes (Section 330 of Public Health Services Act: 42 U.S.C. Section 254b), Program Regulation (43CFR part 51 and 42 CFR 56.201) for Community and Migrant Health Centers and Grant Regulations (42 CFR part 74), Affordable Health Care Act; and

 

WHEREAS, United States Department of Health and Human Resources Health, Health Resources and Services (HRSA) has made grant funds available in FY 2020 to combat Coronavirus; and

 

                     WHEREAS, the City of Newark (the “City”) was awarded  funding on March 19, 2020, in the amount of Seventy-Two Thousand, Nine Hundred and Twenty-Five Dollars and Zero Cents ($72,925.00), from HRSA for preventing, preparing for, and responding to COVID-19, as needs evolve within the community and as more specifically set forth in the Notice of Award, for the budget period of March 15, 2020 through March 14, 2021 (a copy of the Notice of Award is attached hereto and made a part hereof); and

 

WHEREAS, on March 19, 2020, the City, the Director of the Department of Health and Community Wellness (DHCW), received from the United States Department of Health and Human Services, Health Resources and Services (HRSA), 5600 Fishers Lane, Rockville, Maryland 20857, one time funding in the amount of Seventy-Two Thousand, Nine Hundred and Twenty-Five Dollars and Zero Cents ($72,925.00), for the support, prevention, preparation for, and responding to COVID-19, as needs evolve within the community, and as more specifically set forth in the Notice of Award, for the period commencing on March 15, 2020 and terminating on March 14, 2021, and HRSA authorizes the award recipient to incur allowable pre-award costs before the effective date of the federal award dating back to January 20, 2020; and

 

WHEREAS, the DHCW desires to accept said grant funds in the amount of Seventy-Two Thousand, Nine Hundred and Twenty-Five Dollars and Zero Cents ($72,925.00); and

 

WHEREAS, HRSA does not require the City to execute a grant agreement in order to accept the aforementioned grant award; and

 

WHEREAS, the Director of the Department of Community Health and Wellness recommends that the City accept this grant funding. 

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to accept the additional supplemental funds for the support, prevention, preparation for, and responding to COVID-19, as needs evolve within the community and as more specifically set forth in the Notice of Award in the amount of Seventy-Two Thousand, Nine Hundred Twenty-Five Dollars and Zero Cents ($72,925.00).

 

2.                     The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.

 

3.                     The resulting grant award in the amount of Seventy-Two Thousand, Nine Hundred Twenty-Five Dollars and Zero Cents, ($72,925.00), from HRSA is hereby accepted.

 

4.                     The Municipal Council hereby ratifies the acceptance of this grant award from the date the electronic acceptance was filed to the date of adoption of this authorizing resolution.

 

5.                     The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to receive and expend the grant award for the support, prevention, preparation for, and responding to COVID-19, as needs evolve within the community and as more specifically set forth in the Notice of Award, for the period commencing on March 15, 2020 through March 14, 2021.

 

6.                     The Director of the Department of Health and Community Wellness is further authorized to use the funds for pre-award allowable costs incurred before the effective date of the federal award dating back to January 20, 2020, as authorized by HRSA in the grant award terms and conditions.

 

7.                     No municipal matching funds are required for the receipt or acceptance of this grant award.

 

8.  The Director of the Department of Health and Community Wellness shall file a copy of the grant application and the grant award letter in the Office of the City Clerk.

 

 

STATEMENT

 

This resolution ratifies and authorizes the actions taken by the Mayor and/or his designee, the Director of the Department of Health and Community Wellness, to accept grant funds in the amount of Seventy-Two Thousand and Nine Hundred Twenty-Five Dollars ($72,925.00), from HRSA, for the support, prevention, preparation for, and responding to COVID-19, as needs evolve within the community and as more specifically set forth in the Notice of Award, for the period commencing on March 15, 2020 through March 14, 2021. No municipal matching funds are required for the receipt or acceptance of the grant funds.
