WHEREAS, without any applications required by the City of Newark (hereinafter the “City”), the State of New Jersey, Department of Labor and Workforce Development granted the City Three Hundred Ninety Thousand Dollars and Zero Cents ($390,000.00) in the Workforce Innovation Opportunity Act - Other On-the Job Training (WIOA-OJT) Funds, to be provided to the Newark Workforce Development Board (NWDB), for the Program Year 2021, (July 1, 2021 through June 30, 2022); and
WHEREAS, this funding is to allow the local workforce board the ability to write On-The-Job Training contracts with employers throughout their county to place Dislocated Workers into employment; a maximum of up to a 50% reimbursement for six (6) month period for full-time training that leads to full-time employment upon completion; and
WHEREAS, these grant funds must be fully obligated by June 30, 2022 and fully expended by June 30, 2023; and
WHEREAS, this is an annual grant allocation from the State of New Jersey Department of Labor and Workforce Development, and it must be used in accordance to guidelines stated in the Notice of Award (NOA) dated January 24, 2022, (attached hereto and made a part hereof), consistent with the Newark Workforce Development Board strategic direction, and must be incorporated into Newark Workforce Development Area Contract; and
WHEREAS, the Director of the One-Stop Career Center/NewarkWORKS desires to accept the grant award and execute the Standard Assurances and Certifications Agreement (attached hereto); and
WHEREAS, it is in the best interest of the City of Newark, to accept and expend these funds; and
WHEREAS, no municipal funds, commitment of municipal resources, and/or staff are required for the receipt and acceptance of these grand funds.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor of the City of Newark and/or his designee(s), the Deputy Mayor, Workforce Development and Director of the One-Stop Career Center/NewarkWORKS, are hereby authorized to accept Workforce Innovation Opportunity Act - Other On-the-Job Training (WIOA- OJT) grant funds, in the amount of Three Hundred Ninety Thousand Dollars and Zero Cents ($390,000.00) from the State of New Jersey, Department of Labor and Workforce Development, for the Program Year 2021 (July 1, 2021 through June 30, 2022) (a copy of the Notice of Award (NOA) is attached hereto and made a part hereof ).
2. The Mayor of the City of Newark and/or his designees, the Deputy Mayor, Workforce Development and the Director of One Stop Career Center/NewarkWORKS, are hereby authorized to enter into and execute a Program Year 2021 Newark Workforce Development Area Contract, and any other documents, as may be necessary to accept and fully expend the grant funds, no later than June 30, 2023.
3. The grant funds shall be expended in accordance with the expenditure plan by the Newark Workforce Development Board (NWDB), the NOA, and in accordance with strategic workforce priorities set by the NWDB.
4. The Municipal Council hereby ratifies the acceptance of the grant funds from July 1, 2021 to date of adoption of this authorizing Resolution.
5. No municipal funds, commitment of municipal resources, and/or staff are required for the receipt and acceptance of the grant awarded.
6. The Director of One Stop Career Center/NewarkWORKS and/or his/her designee, shall file fully-executed copy of the NOA Letter for the Program Year 2021, the Program Year 2021 Newark Workforce Development Area Contract, and any other documents that may be necessary, in the Office of the City Clerk.
STATEMENT
This Resolution ratifies and authorizes the Mayor of the City of Newark and/or his designee(s), the Deputy Mayor, Workforce Development and the Director of One Stop Career Center/NewarkWORKS, to accept Workforce Innovation Opportunity Act- -Other On-the-Job Training (WIOA-OJT) funds in the amount of $390,000.00 from the State of New Jersey, Department of Labor Workforce Development and further authorizes to enter into and execute a Program Year 2021 Newark Workforce Development Area Contract, and any other documents, as may be necessary to accept and fully expend the grant award funds. These funds must be fully-obligated by June 30, 2022 and fully-expended by June 30, 2023. No municipal funds, or commitment of municipal resources or staff are required for receipt or acceptance of this grant award.
