Additional Information:
The Apply and Accept Resolution (7R11-a), adopted on April 10, 2024, initially accepted $500,000.00 from the Urban Parks Program. Subsequently, the Authorizing Resolution 7R11-a, adopted on March 4, 2026, accepted an additional $4,000,000.00 from the Green Acres Program. Together, the funding from both the Urban Parks and Green Acres programs brings the total award amount to $4,500,000.00.

WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of Four million, Five Hundred Thousand, and Zero Cents ($4,500,000.00), for Green Acres grants and Urban Parks Program and no adequate provision has been made in the 2026 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, by the Notice of letter dated June 12, 2024, the New Jersey Department of Environmental Protection, Green Acres Program (“State”) awarded the City of Newark a total amount of Four million, Five Hundred Thousand, and Zero Cents ($4,500,000.00) in grant funding. This total consists of $4,000,000.00 from the Green Acres Program and $500,000.00 from the Urban Parks Program. The aforementioned program will be used strictly for the development of Broadway Park, supporting outdoor recreation and conservation initiatives within the City of Newark; and
WHEREAS, N.J.S.A. 40A: 4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, emergency appropriation adopted in 2026, pursuant to N.J.S.A. 40A: 4-20 including this Resolution total………………$ 402,848,624.31

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Governing Body by a two-thirds vote of its full membership hereby amends its temporary budget by making the following temporary emergency appropriation:
2. A temporary emergency appropriation be and the same is hereby made for the following classification.
Program Amount
Green Acres Program $4,000,000.00
Urban Parks Program $500,000.00
3. The temporary emergency appropriation shall be provided for in the 2026 budget.
4. A copy of this Resolution shall be filed with the Director of Local Government Services by the City Clerk.
STATEMENT
This Resolution establishes the temporary emergency appropriation for the Green Acres and Urban Parks Program FY 2026, in the amount of Four million, Five Hundred Thousand, and Zero Cents ($4,500,000.00). The New Jersey Department of Environmental Protection, Green Acres Program (“State”), awarded the funds.
