Additional Information: 

The Grant Agreement between the Department of Housing and Urban Development (HUD) and the City of Newark is made pursuant to the authority of the Consolidated Appropriations Act, 2022 (Public Law 117-103); and the Explanatory Statement for Division L of that Act, which was printed in the House section of the Congressional Record on March 9, 2022 (Explanatory Statement); and superseding provisions of the Consolidated Appropriations Act, 2023 (Public Law 117-328).

WHEREAS, communities nationwide are suffering from a lack of affordable housing, and housing production is not meeting the increasing demand for accessible and available units in many urban and rural areas, particularly areas of high opportunity; and

 

WHEREAS, in March 2023, the United States Department of Housing and Urban Development (HUD) announced funding in the amount of Eight Million Dollars and Zero Cents ($8,000,000.00) through the Consolidated Appropriations Act, 2023 (P.L. 117-328) for the purpose of production and preservation of affordable housing production in the City of Newark (the “City”); and

 

WHEREAS, the City desires to accept said grant funds; and

 

WHEREAS, located in one of the least affordable regions of the country, the City will use this grant to help achieve Mayor Ras J. Baraka’s vision of quality and affordable housing for all Newark residents at every income level throughout the City; and

 

WHEREAS, the City will also use the funding to expand its Live Newark Homeowner Assistance Program of forgivable down payment loans to first time homebuyers and for home repairs. In addition, the grant will help further the Equitable Investments in Newark Communities (EINC) Program, which enables the development or rehabilitation of homes, while simultaneously expanding opportunities for minority/women-owned business enterprise developers and contractors. -

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     This Resolution authorizes the Mayor of the City of Newark and/or his designee, the Business Administrator, and/or the Deputy Mayor/Director of the Department of Economic and Housing Development to accept grant funding from the United States Department of Housing and Urban Development in the amount of Eight Million Dollars and Zero Cents ($8,000,000.00).

 

2.                     This Resolution recognizes and accepts that upon receipt of the grant agreement from the HUD, this Resolution does further authorize the execution of any such grant agreement; and also, upon receipt of the fully executed agreement from HUD, does further authorize expenditure of funds pursuant to the terms of the agreement.

 

3.                     The Municipal Council hereby ratifies its acceptance of this grant award from the date of the acceptance was filed to the date of the adoption of this authorizing Resolution.

 

4.                     The Governing Body thanks the Biden-Harris Administration for this grant, which marks a shift in Federal attention that reflects critical needs in our city, and cities across the country.

 

5.                     The Governing Body commends the City’s Department of Economic and Housing Development for their steadfast efforts and commitment to the production of affordable housing in Newark.

 

6.                      The Deputy Mayor/Director of the Department and Economic Housing Development shall file a fully executed coy of the grant agreement in the Office of the City Clerk.

 

 

STATEMENT

This Resolution authorizes the Mayor of the City of Newark, and/or his designee, the Business Administrator, and/or the Deputy Mayor/Director of the Department of Economic and Housing Development to accept grant funding from the United States Department of Housing and Urban Development in the amount of $8,000,000.00.
