WHEREAS, on or about November 04, 2024, the City of Newark (“City”) through the Department of Public Safety, Fire Division, submitted an application to obtain from the United States Department of Homeland Security a Fiscal Year 2024 Assistance to Firefighters Grant to be used to provide specialized firefighter training for the period commencing September 27, 2025 and ending September 26, 2027 (a copy of the grant application is attached hereto and made a part hereof); and
WHEREAS, as a result, on September 20, 2025, the City’s application was approved for a matching grant in the amount of Six Hundred Three Thousand Ninety-Eight Dollars and Eighteen Cents ($603,098.18) (a copy of the award letter is attached hereto and made a part hereof); and
WHEREAS, as a condition of receiving the grant, the City must contribute matching funds in the amount of Sixty Thousand Three Hundred Nine Dollars and Eighty-Two Cents ($60,309.82), which funds are from the following line appropriation of the Department of Public Safety, Fire Division budget: NW011-190-1903-71150 B2025.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor of the City of Newark, and/or his designee, the Director of the Department of Public Safety, are hereby authorized to apply for and accept a Fiscal Year 2024 Firefighter’s Assistance Grant (“FAG”) from the United States Department of Homeland Security, to be used for specialized firefighter training for the period commencing September 27, 2025 and ending September 26, 2027.
2. The Municipal Council hereby ratifies its authorization of the application from the date of application submission to the date of adoption of this authorizing Resolution.
3. The Mayor of the City of Newark, the Director of Department of Public Safety, or their designees are hereby authorized to take any action necessary to request and receive any FAG funds which may be awarded as a result of said application.
4. Expenditure of the FAG funds pursuant to terms and conditions of the grant documents, including the Summary Award Memo, Agreement Articles, Obligation Document, and 2024 FG Notice of Funding Opportunity, is hereby authorized.
5. Matching funds in the amount of Sixty Thousand Three Hundred Nine Dollars and Eighty-Two Cents ($60,309.82) shall be provided from the following line appropriation in the Department of Public Safety, Fire Division budget: NW011-190-1903-71150 B2025.
6. The Director of the Department of Public Safety shall file a fully executed copy of the grant application, the grant award letter, and the grant documents in the Office of the City Clerk.
STATEMENT
This Resolution ratifies and authorizes the Mayor of the City of Newark, and/or his designee, the Director of the Department of Public Safety, Fire Division, to submit an application for and accept grant funding in the amount of $603,098.18 from the U.S. Department of Homeland Security to purchase Specialized Firefighter Training. The local cash match required for this award will be $60,309.82 for a period commencing on September 27, 2025 to September 26, 2027.
