WHEREAS, the Urban Areas Security Initiative (UASI) Grant Program's mission is to enhance regional preparedness in major metropolitan areas through direct assistance to participating jurisdictions in developing an integrated regional system for prevention, protection, response and recovery from terrorist events or natural catastrophes; and
WHEREAS, the Newark Police Department has been awarded a grant in the amount of $12,500.00 from the New Jersey Office of Homeland Security and Preparedness FY'13 Urban Areas Security Initiative (UASI) Grant to fund a Communications Planner position and accept assignment of an Interoperability Communication Vehicle for the period commencing September 1, 2013 and terminating on August 31, 2015 toward the salary for the position of Communications Manager in the Police Department; and
WHEREAS, this represents reimbursement from the State's share of the FY'13 UASI grant for the time dedicated to UASI-related projects and New Jersey Frequency Coordinator APCO NJ Advisor, which is expected to be twenty percent (20%) of the time; and
WHEREAS, this is the first time that the City is being awarded a $12,500.00 grant by the New Jersey Office of Homeland Security and Preparedness from its 20% share of the FY'13 UASI grant and there was no grant application submitted by the City for this grant; and
WHEREAS, under FY'05 UASI grant program, the County of Essex was awarded an Interoperable Communications vehicle, specifically a 2007 Chevrolet Suburban with an approximate value of $110,000.00 at that time; and
WHEREAS, OHSP, State Office of Information Technology, County of Essex, and the UASI Executive Committee Chairperson agree that the FY'05 UASI-funded Interoperable Communication vehicle should be assigned to the City of Newark and be assigned to the Communication Manager for the Police Department; and
WHEREAS, a Memorandum of Understanding must be fully executed between the New Jersey Office of Homeland Security and Preparedness and the City of Newark Police Department concerning the use of federal Homeland Security Grant funds to pay for the services of a Communications Planner and accept assignment of the Interoperability Communication vehicle (a copy of the Memorandum of Understanding is attached hereto and made a part hereof); and
WHEREAS, the funding allocated for this position provides financial assistance to address the unique multi-discipline planning, operations, equipment, training and exercise needs of the New Jersey Interoperable Communications System; and
WHEREAS, these efforts include interoperability planning and infrastructure build out and the development of policies, plans, procedures, mutual aid agreements, strategies and other program administrative functions; and
WHEREAS, it is explicitly permissible to use planning funds to hire government and/or contractor personnel to conduct these planning activities; and
WHEREAS, the Newark Police Department must execute a Memorandum of Understanding with the State of New Jersey Office of Homeland Security and Preparedness in order to obtain the grant award and accept assignment of an Interoperability Communication vehicle.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designee, the Director of the Newark Police Department are hereby authorized to enter into and execute a Memorandum of Understanding with the State of New Jersey Office of Homeland Security and Preparedness to receive and expend the grant award in the amount of $12,500.00 from the FY'13 UASI Grant State Share monies to fund the position of Communications Planner for the Newark Police Department and accept assignment of an Interoperability Communication vehicle.
2. The Memorandum of Understanding between the City of Newark Police Department and the State of New Jersey Office of Homeland Security and Preparedness is hereby ratified from September 1, 2013 to the date of this authorizing resolution.
3. The Director of the Newark Police Department shall file a fully-executed copy of the Memorandum of Understanding and the grant award letter in the Office of the City Clerk.
STATEMENT:
This resolution hereby ratifies and authorizes the Director of the Newark Police Department to enter into and execute a Memorandum of Understanding with the State of New Jersey Office of Homeland Security and Preparedness to receive and expend the grant award in the amount of $12,500.00 from the FY'13 UASI Grant State Share to fund the position of Communications Planner for the Newark Police Department and accept assignment of an Interoperability Communication vehicle commencing on September 1, 2013 and terminating August 31, 2015. No municipal funds are required.
