WHEREAS, pursuant to Resolution 7R5-b adopted on September 1, 2021, the City of Newark (the “City”) executed and entered into an agreement with the United States Department of Health and Human Services, Office of Minority Health, having an address at tower Oaks Building, 1101 Wootton Parkway, Suite 100, Rockville, Maryland 20852 (“OMH”), for a grant award in the amount of Three Million Eight Hundred Seventy-Five Thousand Dollars and Zero Cents ($3,875,000.00), contingent upon Municipal funds or in-kind services in the amount of Two Hundred Thirty Seven Thousand Five Hundred Ninety Dollars and Zero Cents ($237,359.00), to provide an array of services; and
WHEREAS, OMH amended the award letter providing for a budget revision and no cost extension for the period of July 1, 2021 to June 30, 2024, for the provision of these services; and
WHEREAS, the City desires to accept the budget revision and no cost extension of the grant award to continue to provide services for the period commencing on July 1, 2021 and terminating on June 30, 2024.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor of the City of Newark and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to accept the budget revision and a no cost extension for the grant period from July 1, 2021 through June 30, 2024, from the United States Department of Health and Human Services, Office of Minority Health (OMH).
2. The Municipal Council hereby ratifies its authorization of this grant application from the date of submission to the date of adoption of this authorizing Resolution.
3. The budget revision and no cost extension of the grant accepted by Resolution 7R5-b adopted by the Municipal Council on September 1, 2021, in the amount of Three Million Eight Hundred Seventy-Five Thousand Dollars and Zero Cents ($3,875,000.00), with Municipal funds or in-kind services in the amount of Two Hundred Thirty Seven Thousand Three Hundred Fifty Nine Dollars and Zero Cents ($237,359.00), for a total of Four Million One Hundred Twelve Thousand Three Hundred Fifty Nine Dollars and Zero Cents ($4,112,359.00), from OMH is hereby accepted.
4. All other terms and conditions of the Grant Agreement remain the same.
5. This Resolution shall take effect immediately.
STATEMENT
This Resolution authorizes and ratifies the actions taken by the Mayor of the City of Newark and/or his designee, the Director of Health and Community Wellness, to enter into and execute a budget revision and no cost extension for the grant period of July 1, 2021 through June 30, 2024, from the United States Department of Health and Human Services, Office of Minority Health, to demonstrate the effectiveness of local government implementation of evidence-based health literacy strategies that are culturally appropriate to enhance COVID-19 testing, contact tracing and/or other mitigation measures (e.g., public health prevention practices and vaccination) in racial and ethnic minority populations and other socially vulnerable populations in the City of Newark and surrounding areas.
