WHEREAS, The New Jersey Victims of Crimes (VOCA) Grant Program assists state, county and municipal agencies to meet the needs of crime victims and assist public and non-profit agencies in providing and/or enhancing services to victims of crime; and

WHEREAS, the Department of Health and Community Wellness, provides support and empowers individuals and families who have been impacted by a crime, helping them restore their dignity and safety. Working with clients’ inherent resiliency and self-determination, to encourage clients to lead in their path to restoring their personal power under the VOCA; and

WHEREAS, the New Jersey Office of the Attorney General Department of Law and Public Safety has made grant funds available for the provision of such services through the NJ Victim Assistance Grant Program: South Ward Project; and

WHEREAS, on June 30, 2019, on behalf of the City of Newark, the Director of the Department of Health, and Community Wellness submitted an application to the State of New Jersey, Office of the Attorney General, Department of Law and Public Safety, P. O. Box 081, Trenton, New Jersey 08525-0081, requesting grant funding of Four Hundred Thousand Dollars and Zero Cents ($400,000.00), for the NJ Victim Assistance Grant Program: South Ward Project, to provide support and work with victims of crime; and

WHEREAS, as a result of this application, the City of Newark has been awarded a grant in the amount of Four Hundred Thousand Dollars and Zero Cents ($400,000.00) from the State of New Jersey, Office of the Attorney General, Department of Law and Public Safety, VOCA Grant Program, to provide individualized advocacy, educational crime prevention workshops and support groups for victims of crime, for the period commencing on September 1, 2019 through August 31, 2021; and

 

WHEREAS, the City of Newark recognizes that the State of New Jersey, Office of the Attorney General, Department of Law and Public Safety, may extend time of Grant Award and/or provide additional funds if made available; and

WHEREAS, the State of New Jersey, Office of the Attorney General, Department of Law and Public Safety, will amend the grant to reflect the extension of grant period and/or increase or decrease of additional funds if made available; and

WHEREAS, matching municipal funds totaling One Hundred Eight Thousand Two Hundred Twenty Four Dollars and Zero Cents ($108, 224.00), or its equivalent of in-kind dedication of City resources, is required for receipt or acceptance of this grant award.

WHEREAS, the City of Newark wishes to agree to any amendments to the

grant.

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to submit an application to the State of New Jersey, Office of the Attorney General, Department of Law and Public Safety, 2018 New Jersey Victims of Crime Act (VOCA) Grant Program, P. 0. Box 081, Trenton, New Jersey 08525-0081, requesting grant funding in the amount of Four Hundred Thousand Dollars and Zero Cents ($400,000.00), for the provision of victims of crime services, community outreach and case management for victims and families who have been impacted by a crime (a copy of the application is attached hereto and made a part hereof).

2.                     Matching municipal funds totaling One Hundred Eight Thousand, Two Hundred Twenty-Four Dollars and Zero Cents ($108,224.00) are required from the municipal budget for receipt or acceptance of this grant award.

3.                     The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.

4.                     The grant award in the amount of Four Hundred Thousand Dollars and Zero Cents ($400,000.00) from the State of New Jersey, Office of the Attorney General, Department of Law and Public Safety, New Jersey Victims of Crime Act (VOCA) Grant Program is hereby accepted (a copy of the award is attached hereto and made a part hereof).

5.                     The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to enter into and execute grant documents with the State of New Jersey, Office of the Attorney General, Department of Law and Public Safety, to receive and expend the grant funds for the period commencing on September 1, 2019 and terminating on August 31, 2021 (a copy of the Agreement is attached and made a part hereto).

6.                     The Municipal Council hereby ratifies the acceptance of this grant award from September 1, 2019 to the date of adoption of this authorizing resolution.

7.                      The Director of the Department of Health and Community Wellness shall file a fully executed copy of the grant application and notice of grant award in the Office of the City Clerk.

STATEMENT

 

This Resolution ratifies and authorizes the actions taken by the Mayor and the Director of the Department of Health and Community Wellness to apply for and accept grant funds in the amount of Four Hundred Thousand Dollars and Zero Cents ($400,000.00) from the State of New Jersey, Office of the Attorney General, Department of Law and Public Safety, for the provision of the New Jersey Victims of Crime Act (VOCA) Grant Program, South Ward Project services to victims and families for the period commencing on September 1, 2019 and terminating on August 31, 2021.  Matching municipal funds totaling One Hundred Eight Thousand, Two Hundred Twenty-Four Dollars and Zero Cents ($108,224.00) are required from the municipal budget to accept the grant award.
