WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $400,000.00 for the New Jersey Victim Assistance Grant (South Ward), and no adequate provision has been made in the 2020 Temporary Budget for the aforesaid purpose, and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the same; and
WHEREAS, by the award letter dated August 23, 2019, the State of New Jersey, Office of the Attorney General, Department of Law and Public Safety has awarded the City of Newark the New Jersey Victim Assistance Grant (South Ward) in the amount of $400,000.00. The aforementioned program focuses on support and empowerment to individuals and families who have been impacted by violent crimes and will initiate helping victims to restore dignity and safety within the City of Newark and surrounding area(s); and
WHEREAS, the City of Newark’s Department of Health and Community Wellness will be submitting an Apply and Accept Resolution under separate cover for approval by the Municipal Council relative to said grant award; and
WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, emergency appropriations adopted in 2020 pursuant to N.J.S.A. 40A:4-20, including this Resolution, total $................$212,056,644.24
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. A temporary emergency appropriation be and the same is hereby made for the following classification:

2. Said emergency appropriation shall be provided for in the 2020 budget.
3. A copy of this resolution shall be filed with the Director of Local Government Services by the City Clerk of the City of Newark.
STATEMENT
This Resolution authorizes and establishes the temporary emergency appropriation for the New Jersey Victim Assistance Grant (South Ward) in the amount of $400,000.00. The State of New Jersey, Office of the Attorney General, Department of Law and Public Safety, awarded the City of Newark the New Jersey Victim Assistance Grant (South Ward). The project period is September 1, 2019 through August 31, 2021.
