WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of One Hundred Sixty-Seven Thousand Dollars and Zero Cents ($167,000.00) for the Integrated Behavioral Health Services Program and no adequate provision has been made in the 2021 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A: 4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, by authorizing Resolutions 7R2-a adopted on February 19, 2020 and 7R1-a adopted on March 24, 2020, the City of Newark accepted and inserted a partial award for the Homeless HRSA Program in the amount of $3,533,164.00 to provide medical care and supportive services (City-Wide); and
WHEREAS, by authorizing Resolutions 7R5-e adopted on May 20, 2020, and 7R1-c adopted on June 10, 2020, the City of Newark, accepted and inserted an additional partial award for the Homeless HRSA Primary Care HIV Prevention (PCHP) Program in the amount of $261,639.00 to improve access to ending the HIV Epidemic (City-Wide); and
WHEREAS, by the award letter dated August 18, 2020, the U.S. Department of Health and Human Services/Health Resources and Services Administration (HRSA) has awarded the City of Newark additional funds for the Integrated Behavioral Health Services (IBHS) Program in the amount of One Hundred Sixty-Seven Thousand Dollars and Zero Cents ($167,000.00) bringing total program resources to $3,961,803.00; and
WHEREAS, a previous resolution authorizing TE #5 and prior emergency appropriations submitted for Municipal Council approval totaled $3,309,423.00; and
WHEREAS, N.J.S.A. 40A: 4-20 provides that the Governing Body by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, emergency appropriation adopted in 2021, pursuant to N.J.S.A. 40A: 4-20 including this resolution total…………………$3,476,423.00.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Governing Body by a two-thirds vote of its full membership hereby amends its temporary budget by making the following temporary emergency appropriation:

hereby made for the following classification.

3. Said emergency appropriation shall be provided for in the 2021 budget.
4. A copy of this resolution shall be filed with the Director of Local Government Services by the City Clerk.
STATEMENT
This resolution authorizes and establishes the temporary emergency appropriation for the Integrated Behavioral Health Services (IBHS) Program in the amount of $167,000.00 bringing total program resources to $3,961,803.00. The U.S. Department of Health and Human Services/Health Resources and Services Administration has awarded the funds. The project period is September 1, 2020 through December 31, 2021 (City Wide).
