WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of $5,052,831.00 for WIA and no adequate provision has been made in the 2013 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose abovementioned; and
WHEREAS, by Resolution 7R3-c dated 101712, the City of Newark accepted the Workforce Investment Act, WIA Adult, WIA Youth and WIA Dislocated Workers Grant in the amount of $5,052,831.00 to provide funds for program operations; and
WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, the emergency appropriations adopted in 2013 pursuant to N.J.S.A. 40A:4-20 including this resolution total $7,257,017.00.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
- An emergency appropriation be and the same is hereby made for the following classification:
- Program Amount
- WIA Adult $2,131,383.00
WIA Youth $2,087,149.00
WIA Dislocated Worker $ 834,299.00
Total $5,052,831.00

- Said emergency appropriation shall be provided for in the 2013 budget.
- A copy of this resolution shall be filed with the Director of Local Government Services by the City Clerk of the City of Newark.
STATEMENT
This resolution establishes an appropriation and revenue in the 2013 City of Newark's Budget for the WIA Adult, WIA Youth and Dislocated Workers Grant in the amount of $5,052,831.00 from the New Jersey Department of Labor and Workforce Development. The project period is July 1, 2012 through June 30, 2013 (City-wide).
