                      WHEREAS, the City of Newark, Department of Administration (the “City”) wishes to acquire a vendor to provide a community based violence initiative to enact a strategic initiative that provides rehabilitation services for young victims of violence through a relationship-based framework; and

 

WHEREAS, on January 16, 2020, the City through its Purchasing Agent, QPA, advertised to solicit proposals for vendors to provide a Community Based Violence Initiative for the Department of Administration, as described in the attached Request for Proposal; and

 

WHEREAS, the Division of Central Purchasing also distributed twenty (20) Request for Proposal (RFP) packages to prospective vendors following the date of advertisement; and

 

WHEREAS, the Division of Central Purchasing also published the Request for Proposal (RFP) package on the City of Newark’s website to provide broader access and download capability to potential respondents; and

 

WHEREAS, on February 6, 2020 the Division of Central Purchasing received one (1) proposal in response to this advertisement; and

 

WHEREAS, the proposal received from Newark Community Street Team was most advantageous to the City based on experience and criteria listed on the Request for Proposal; and

 

WHEREAS, the Evaluation Committee recommended that an award be made to Newark Community Street Team, 400 Hawthorne Avenue, Newark, New Jersey 07112, in the best interest of the City and other factors considered; and

 

WHEREAS, the Purchasing Agent, QPA, concurs with the recommendation from the Evaluation Committee that a single award be made to Newark Community Street Team, 400 Hawthorne Avenue, Newark, New Jersey 07112; and

 

WHEREAS, pursuant to State Local Public Contracts Law N.J.S.A. 40A:11-4.1 (b)(2) competitive contracting process may be used for the operation, management or administration of data processing services; and

 

WHEREAS, the City wishes to enter into a contract with Newark Community Street Team to provide a Community Based Violence Reduction Initiative for rehabilitation services for young victims of violence; and

 

WHEREAS, the Municipal Council adopted the Contractor Pay-to-Play Reform Ordinance, R.O. 2:4-22C, which forbids the award of a contract to a Business Entity, as defined therein, which has made or solicited political contributions to Newark Municipal Candidates, office holders having ultimate responsibility for the award of a contract; candidate committees of the aforementioned candidates; and political or political party committees of the City of Newark or County of Essex; and continuing political committees or political action committees regularly engaged in the support of the City of Newark municipal or County of Essex elections; and certain other political party or candidate committees, in excess of certain thresholds.

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor and/or his designee, the Business Administrator and/or the Purchasing Agent, QPA, are hereby authorized to enter into and execute a contract with Newark Community Street Team, 400 Hawthorne Avenue, Newark, New Jersey 07112, to provide a Community Based Violence Reduction Initiative for rehabilitation services for young victims of violence for the City of Newark, Department of Administration, whose proposal was received on the advertised due date and determined to be in the best interests of the City, price and other factors considered. The contract will be at a cost not to exceed Two Hundred Forty-Nine Thousand Seven Hundred Fifty-Eight Dollars and Zero Cents ($249,758.00) for a period not to exceed one (1) year.

 

2.                     There shall be no amendment or change of this contract without the approval of the Municipal Council.

 

 

3.                     This contract is being awarded pursuant to the competitive contracting process under N.J.S.A. 40A:11-4.1(b)(2).

 

4.                     Attached hereto is the Certification of Funds in the amount of Two Hundred and Forty-Nine Thousand Seven Hundred and Fifty-Eight Dollars and Zero Cents from the Director of Finance and the line appropriation of the Official Budget, which shall be charged is Business Unit NW011; Dept ID 200; Division 2001; Account 90190; Budget Ref B2020.

 

5.                     The Purchasing Agent, QPA, shall file a duly executed copy of this contract in the Office of the City Clerk.

 

6.                     If required by State Law, the City Clerk shall provide the appropriate Notice of Award of this contract to the State Comptroller, no later than twenty (20) business days following such award, in accordance with N.J.S.A. 52:15C-10 and the Notice of the Office of the State Comptroller dated May 7, 2008.

 

 

STATEMENT

 

This resolution authorizes the Mayor and/or his designee, the Business Administrator and/or Purchasing Agent, QPA, to enter into and execute a contract with Newark Community Street Team, 400 Hawthorne Avenue, Newark, New Jersey 07112, to provide a Community Based Violence Reduction Initiative for rehabilitation services for young victims of violence to the City of Newark, at a cost not to exceed Two Hundred Forty-Nine Thousand Seven Hundred Fifty-Eight Dollars and Zero Cents ($249,758.00) for a period not to exceed one (1) year.
