Total Funding breakdown: $2,663,740.70 for construction and $390,196.50 for Construction Management/Inspection. 

 

Original grant funds in the amount of $902,964.00 were accepted by the Municipal Council on April 20, 2016 by Resolution 7R4-a under FY 2015-2016 Local Safety Program, however, Bergen Street funds were never inserted in the budget.

 

An Additional Award of $2,150,973.20, via Apply and Accept Resolution 7R3-a, adopted on December 1, 2021, provided a total grant award in the amount of $3,053,937.20.

                      WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $3,053,937.20 for Bergen Street Pedestrian Safety Corridor Improvements Grant and no adequate provision has been made in the 2022 Temporary Budget for the aforesaid purpose;  N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and

 

                     WHEREAS, by Resolution# 7R3-a dated December 1, 2021, the City of Newark accepted funds from the State of New Jersey, Department of Transportation, in the amount of $3,053,937.20, to provide for Bergen Street Pedestrian Safety Corridor Improvements; and

 

                     WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and

 

                     WHEREAS, emergency appropriation adopted in 2022 pursuant to N.J.S.A. 40A:4-20 including this resolution total...$ 5,848,393.20.

 

                     NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

No less than two-thirds of all members thereof affirmatively concur.

 

1.                     An emergency appropriation be and the same is hereby made for the following classification:

2.                     Said emergency appropriation shall be provided for in the 2022 budget.

 

3.                     A copy of this resolution shall be immediately filed with the City Clerk by the Budget Director of the City of Newark.

 

 

STATEMENT

 

                     This Resolution establishes the revenue and emergency appropriation for the 2022 Municipal Budget in the amount of $3,053,937.20 for Bergen Street Pedestrian Safety Corridor Improvements. The State of New Jersey Department of Transportation FY2021 Municipal Aid Program is responsible for implementing the program. The project period is upon completion.
