WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of $75,000.00 bringing total program resources to $208,000.00 for Workforce Learning Link Grant 2012 and no adequate provision has been made in the 2013 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose abovementioned; and
WHEREAS, by an award letter dated November 23, 2012 from the New Jersey Department of Labor and Workforce Development, the City of Newark was awarded additional funding for Workforce Learning Link Grant 2012 in the amount of $75,000.00 to provide funds for program operations; and
WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and.
WHEREAS, the emergency appropriations adopted in 2013 pursuant to N.J.S.A. 40A:4-20 including this resolution total $14,438,160.66.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
- An emergency appropriation be and the same is hereby made for the following classification:
- Program Amount
- WORKFORCE LEARNING LINK
(2012) $75,000.00

- Said emergency appropriation shall be provided for in the 2013 budget.
- A copy of this resolution shall be immediately filed with the Director of Local Government Services by the City Clerk of the City of Newark.
STATEMENT
This legislation establishes an increase in appropriation for Workforce Learning Link Grant 2012 in the amount of $75,000.00. These funds have been awarded by the New Jersey Department of Labor and Workforce Development (NJDOLWD), Division of One Stop, Coordination. The project period is July 1, 2012 through June 30, 2013. (City-wide)
