Additional Information: 

The grant funding source is the State of New Jersey Department of Labor and Workforce Development and Economic Opportunity through the Workforce Innovation Opportunity Act (WIOA) to assist youth, adult, and dislocated workers with significant barriers to employment, high quality jobs, and careers and to help employers hire and retain skilled workers.

Eighty (80%) percent of grant funds must be obligated by June 30, 2024 and all funds fully expended by June 30, 2025.

WHEREAS, the State of New Jersey Department of Labor and Workforce Development and Economic Opportunity awarded the City of Newark the following Workforce Innovation and Opportunity Act (WIOA) grant (formerly Workforce Investment Act) through the Newark Workforce Development Board (NWDB), for Program Year 2023 (July 1, 2023 through June 30, 2024) for Adults, Dislocated Workers and Youth with significant barriers to employment, high quality jobs, and careers and to help employers hire and retain skilled workers; and

 

WHEREAS, the Program Year 2023 funds must be eighty percent (80%) obligated by June 30, 2024 and all funds fully expended by June 30, 2025; and

 

WHEREAS, funds will be allocated as follows:

                     WHEREAS, no application was required for the City of Newark to apply for the grant; and

 

WHEREAS, this is an annual grant allocation from the State of New Jersey Department of Labor and Workforce Development, and it must be used in accordance to guidelines stated in the Notice of Awards (NOAs), consistent with the Newark Workforce Development Board strategic direction, and must be incorporated into the Program Year 2023 Newark Workforce Development Area Contract; and

 

                     WHEREAS, upon notification of the receipt of the grant awards, the Deputy Mayor of Workforce Development and/or the Director of One-Stop Career Center/NewarkWORKS desires to accept the grant awards and execute the Standard Assurances and Certifications Agreement; and

 

 WHEREAS, it is in the best interest of the City of Newark to accept and expend these funds; and

 

WHEREAS, no municipal funds, commitment of municipal resources, or staff are required for the receipt or acceptance of these grant funds.

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor of the City of Newark and/or his designee(s), the Deputy Mayor of Workforce Development and/or the Director of One-Stop Career Center/NewarkWORKS, are authorized to accept the Workforce Innovation and Opportunity Act (WIOA) grant fund allocated to the Newark Workforce Development Board (NWDB) from the State of New Jersey Department of Labor and Workforce Development and Economic Opportunity for Program Year 2023 (July 1, 2023 through June 30, 2024), for adult, youth, and dislocated workers with significant barriers to employment, high quality jobs, and careers and to help employers hire and retain skilled workers, and to incorporate said funds into the Newark Program Year 2023 Workforce Development Area Contract. 

 

2.                     The grant funds shall be expended according to the guidelines stated in the Notice of Awards (NOAs), consistent with an expenditure plan approved by NWDB in accordance with strategic workforce priorities set by the NWDB.

 

3.                     The grant funds must be eighty percent (80%) obligated by June 30, 2024 and all funds fully expended by June 30, 2025.

 

4.                     The Municipal Council hereby ratifies the acceptance of the grant funds described above from July 1, 2023 to date of adoption of this authorizing Resolution.

 

5.                     The grant award in the amount of Five Million Nineteen Thousand Nine Hundred Ninety-Five Dollars and Zero Cents ($5,019,995.00) from the State of New Jersey Department of Labor and Workforce Development and Economic Opportunity from Program Year 2023 is hereby accepted. A copy of the award letters are attached hereto and made a part hereof.

 

6.                     The Mayor of the City of Newark and/or his designee(s), the Deputy Mayor for Workforce Development and/or the Director of One-Stop Career Center/NewarkWORKS, are hereby authorized to enter into and execute a Program Year 2023 Workforce Development Area Contract and any other documents as may be necessary to accept and fully expend the grant award.

 

7.                     No municipal funds, or commitment of municipal resources or staff, are required for receipt or acceptance of this grant award.

 

8.                     The Deputy Mayor for Workforce Development and/or his designee, the Director of One-Stop Career Center/NewarkWORKS shall file a fully-executed copy of the Grant Award Letters for Program Year 2023, the Notice of Award, Program Year 2023 Newark Workforce Development Contract, and any other documents that may be necessary in the Office of the City Clerk.

 

 

STATEMENT

 

This Resolution ratifies and authorizes the Mayor of the City of Newark and/or his designee(s), the Deputy Mayor of Workforce Development and/or the Director of One-Stop Career Center/NewarkWORKS, to accept, execute, and expend Workforce Innovation and Opportunity Act (WIOA) funds in the amounts of $2,211,321.00 (WIOA Youth), $2,080,419.00 (WIOA Adult) and $728,255.00 (WIOA Dislocated Worker) for a combined total of $5,019,995.00 from the State of New Jersey Department of Labor and Workforce Development; and furthermore, ratifies and authorizes the Mayor of the City of Newark and/or his designee(s), the Deputy Mayor of Workforce Development and/or the Director of One-Stop Career Center/NewarkWORKS to enter into and execute a program year 2023 Newark Workforce Development Area contract. These funds are allocated for the period of July 1, 2023 through June 30, 2024 and funds must be eighty percent (80%) obligated by June 30, 2024 and fully expended no later than June 30, 2025.  No municipal funds, or commitment of municipal resources or staff are required for receipt or acceptance of these grant awards.
