WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of Five Hundred Seventy-Three Thousand Three Hundred Twelve Dollars and Seventy-Three Cents ($573,312.73) for FY2025 Clean Communities Grant and no provision has been made in the 2025 Temporary Budget for the aforesaid purpose; and
WHEREAS, N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, Resolution 25-0830 is submitted by the Department of Public Works to accept the FY2025 Clean Communities Grant in the amount of Five Hundred Seventy-Three Thousand Three Hundred Twelve Dollars and Seventy-Three Cents ($573,312.73) from the New Jersey Department of Environmental Protection to supplement an existing litter reduction program and removal, as well as abatement of graffiti within the municipality; and
WHEREAS, a check from the State of New Jersey, Department of the Treasury dated 15 May 2025 and for the said amount is attached hereto; and
WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, emergency appropriations adopted in 2025, pursuant to N.J.S.A. 40A:4-20, including this Resolution total.......................... $426,628,527.28.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Governing Body by a two-thirds vote of its full membership hereby amends its temporary budget by making the following temporary emergency appropriations:
2. A temporary emergency appropriation be and the same is hereby made for the following classification:
Program Amount FY2025 Clean Communities Grant $573,312.73
3. Said emergency appropriation shall be provided for in the 2025 Budget.
4. A copy of this Resolution shall be immediately filed with the Director of Local Government Services by the City Clerk.
STATEMENT
This Resolution establishes an appropriation for the FY2025 Clean Communities Grant in the amount of Five Hundred Seventy-Three Thousand Three Hundred Twelve Dollars and Seventy-Three Cents ($573,312.73). The New Jersey Department of Environmental Protection Agency awarded the funds.
