WHEREAS, without any application required by the City of Newark, the State of New Jersey Department of Labor and Workforce Development granted the City of Newark the following Work First New Jersey funds and Workforce Learning Link Program funds through the Workforce Investment Board:
TEMPORARY ASSISTANCE FOR NEEDY FAMILIES (TANF)
WORK ACTIVITIES $ 735,005.00
NEEDS BASED WORK SUPPORT 30,000.00
TOTAL TANF $ 765,005.00
GENERAL ASSISTANCE/SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM (GA/SNAP)

NEEDS BASED SUPPORT 20,000.00

WHEREAS, this annual grant allocation from the State of New Jersey Department of Labor and Workforce Development must be used in accordance with the Newark Workforce Investment Board (NWIB) strategic direction and must be incorporated into the Newark Workforce Development Area Contract; and
WHEREAS, these funds must be fully obligated by June 30, 2016 and all funds must be fully liquidated by December 31, 2016; and
WHEREAS, no municipal funds, or commitment of municipal resources or staff are required for the receipt or acceptance of the grant funds described above.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY THAT:
1. The Mayor and/or his designees, the Deputy Mayor for Workforce Development and the Director of Mayor’s Office of Employment and Training/NewarkWORKS, are hereby authorized to accept the following Work First New Jersey grant allocation from the State of New Jersey Department of Labor and Workforce Development and to incorporate said funds into the Newark Workforce Development Area Contract (copies of the Award Letters and Notices of Obligation are attached hereto and made a part hereof):

2. The Mayor and/or his designees, the Deputy Mayor for Workforce Development and Director of NewarkWORKS, are hereby authorized to enter into and execute a Program Year 2015 Newark Workforce Development Area Contract with the State of New Jersey Department of Labor and Workforce Development, as may be necessary to accept the grant awards described above.
3. The grant funds described above must be expended in accordance with an expenditure plan approved by the Newark Workforce Investment Board, and must be in accordance with the strategic workforce priorities set by the Newark Workforce Investment Board.
4. The Municipal Council hereby ratifies the acceptance of the grant funds described above from July 1, 2015 to the date of adoption of this authorizing resolution.
5. No municipal funds, or commitment of municipal resources or staff, are required for the acceptance of the grant funds described above.
6. The Director of NewarkWORKS shall file copies of the Grant Award Letter, the Notice of Obligation and the fully executed Program Year 2015 Newark Workforce Development Area Contract with the Office of the City Clerk.
STATEMENT
This resolution hereby ratifies and authorizes the activities taken by the Mayor and/or his designees(s), the Deputy Mayor for Workforce Development and Director of NewarkWORKS to accept and expend Work First New Jersey funds allocated to the Newark Workforce Investment Board in the amounts of $765,005.00 for Temporary Assistance for Needy Families Program (TANF), $580,157.00 for General Assistance/Supplemental Nutrition Assistance Program (SNAP) for a combined total of $1,345,162.00, from the State of New Jersey Department of Labor and Workforce Development, and further ratifies and authorizes the actions taken to enter into and execute a Program Year 2015 Newark Workforce Development Area Contract with the State of New Jersey Department of Labor and Workforce Development as may be necessary to accept said grant funds. These funds are allocated for the period of July 1, 2015 through June 30, 2016 and must be fully expended no later than December 31, 2016. No municipal funds, or commitment of municipal resources or staff, are required for receipt or acceptance of the grant funds.
