                     WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of Seventy-Two Thousand Nine Hundred Twenty-Five Dollars and Zero Cents ($72,925.00) for the FY 2020 Coronavirus Supplemental Funding for Health Centers Program, and no adequate provision has been made in the 2020 Temporary Budget for the aforesaid purpose, and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the same; and

 

                     WHEREAS, by the award letter dated March 19, 2020, the United States Department of Health and Human Services, Health Resources and Services Administration has awarded the City of Newark the FY 2020 Coronavirus Supplemental Funding for Health Centers Grant in the amount of Seventy-Two Thousand Nine Hundred Twenty-Five Dollars and Zero Cents ($72,925.00). The aforementioned program will support preventing, preparing for and responding to coronavirus disease 2019 (COVID-19) in the City of Newark; and

 

                     WHEREAS, the City’s Department of Health and Community Wellness will be submitting an Apply and Accept Resolution under separate cover to the Municipal Council for its consideration relative to said grant award; and

 

                     WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and

 

                     WHEREAS, emergency appropriations adopted in 2020 pursuant to N.J.S.A. 40A:4-20, including this resolution, total $................$268,884,651.78

 

                     NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     A temporary emergency appropriation be and the same is hereby made for the following classification:

2.                     Said emergency appropriation shall be provided for in the 2020 budget.

STATEMENT

 

This resolution authorizes and establishes the temporary emergency appropriation for the FY 2020 Coronavirus Supplemental Funding for Health Centers Program in the amount of Seventy-Two Thousand Nine Hundred Twenty-Five Dollars and Zero Cents ($72,925.00). The United States Department of Health and Human Services, Health Resources and Services Administration has awarded the City of Newark the FY 2020 Coronavirus Supplemental Funding for Health Centers Grant to support preventing, preparing for and responding to coronavirus disease 2019 (COVID-19). The project period is March 15, 2020 through March 14, 2021.
