WHEREAS, on March 10, 2021, the 117th Congress of the United States and President Joseph R. Biden officially enacted a $1.9 trillion stimulus package, the American Rescue Plan Act of 2021, in response to the economic crisis brought on by the ongoing Covid-19 pandemic; and
WHEREAS, the New Jersey Department of Community Affairs (“DCA”), has made available to the City of Newark One Million Dollars and Zero Cents ($1,000,000.00) in four equal installments; and
WHEREAS, the American Rescue Plan, Coronavirus State Fiscal Recovery Funds (CSFRF), is a unique opportunity for the City of Newark to plan for its future and make significant investments through the Newark Literacy Initiative Program; and
WHEREAS, the City of Newark (“City”) desires to further the public interest by obtaining funding from the CSFRF for the Newark Literacy Initiative Program; and
WHEREAS, on December 6, 2024, on behalf of the City of Newark, the Business Administrator submitted an application to the DCA requesting grant funding in the amount of One Million Dollars and Zero Cents ($1,000,000.00) for the purpose stated above; and
WHEREAS, upon receipt of the grant funds in connection with this application, the Business Administrator desires to accept the grant award and execute a grant agreement governing said award; and
WHEREAS, upon receipt of a grant award, the Business Administrator shall submit a copy of the grant agreement to the Corporation Counsel for review and approval.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designee, the Business Administrator, are hereby authorized to submit an electronic application via the Treasury Submission Portal for Coronavirus State Fiscal Recovery Funds, on behalf of the City of Newark, requesting stimulus funding from the American Rescue Plan, to respond to the economic crisis brought on by the Covid-19 pandemic. (a copy of the submission confirmation is attached hereto and made a part hereof).
2. The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.
3. The grant award in the amount of One Million Dollars and Zero Cents ($1,000,000.00) resulting from the application is hereby accepted.
4. The Mayor and/or his designee, the Business Administrator, are hereby authorized to enter into and execute grant documents with the New Jersey Department of Community Affairs to receive and expend the grant award for the Newark Literacy Initiative Program.
5. The Business Administrator shall submit a complete copy of the grant agreement and any associated documents to the Corporation Counsel for review and approval.
6. No municipal funds are required for receipt or acceptance of this grant award.
7. The Business Administrator shall file a copies of the fully-executed grant application, the award letter, the grant agreement, and the Transaction Summary from the New Jersey Department of Community Affairs in the Office of the City Clerk.
STATEMENT
This Resolution ratifies and authorizes the Mayor and/or his designee, the Business Administrator, to submit an application for, accept, and enter into an agreement for grant funding in the amount of $1,000,000.00, from the New Jersey Department of Community Affairs for the Newark Literacy Initiative Program. No municipal funds are required for acceptance of this award.
