WHEREAS, the Local Redevelopment and Housing Law, N.J.S.A. 40A:12A-1 et seq. (the “Redevelopment Law”) authorizes municipalities to determine whether certain parcels of land in the municipality constitute areas in need of redevelopment; and
WHEREAS, in accordance with the Redevelopment Law and by Resolution 7R3-F(s), adopted on June 3, 2015, the Municipal Council of the City of Newark (the “City Council”) directed the Central Planning Board to conduct a preliminary investigation of certain property identified as Block 1913, Lot 2, more commonly known as 175-199 First Street, in the Central Ward of the City of Newark, in the County of Essex (the “Property”), to determine if the Property meets the criteria of an area in need of redevelopment under the Redevelopment Law (the “Redevelopment Area”); and
WHEREAS, pursuant to N.J.S.A. 40A:12A-7f, the City Council may direct the Central Planning Board to prepare a redevelopment plan for an area in need of redevelopment; and
WHEREAS, upon a determination that the Property meets the criteria of an area in need of redevelopment, the Central Planning Board shall prepare and transmit a proposed plan to the City Council for its consideration, as amended or revised by the City Council, pursuant to N.J.S.A. 40A:12A-7f (the “Redevelopment Plan”).
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK AS FOLLOWS:
1. The aforementioned recitals are incorporated herein as though fully set forth at length.
2. The City Council hereby directs the Central Planning Board to prepare a redevelopment Plan, pursuant to N.J.S.A. 40A:12A-7f.
3. The Central Planning Board shall transmit to the Governing Body a proposed Redevelopment Plan for adoption, pursuant to N.J.S.A. 40A:12A-7f.
4. A copy of this resolution shall be available for public inspection at the offices of the City.
5. This resolution shall take effect immediately.

This resolution authorizes the Municipal Council to direct the Central Planning Board to prepare a redevelopment plan for 175-199 First Street, Block 1913, Lot 2, Central Ward.
