WHEREAS, the New Jersey Division of Highway Traffic Safety (DHTS) solicits applications for highway safety grant projects designed to reduce impaired driving through high visibility enforcement and public education, ultimately aiming to save lives by reducing distracted driving; and

WHEREAS, the DHTS Grant program entitled "Distracted Driving Crackdown. Put the Phone Away or Pay" emphasizes the deadly dangers and legal consequences of using a phone while driving; and

WHEREAS, the City of Newark ("City") is committed to ensuring the safety of its citizens and spreading this life-saving message throughout our City; and

WHEREAS, on or about March 03, 2026, on behalf of the City, the Director of Public Safety submitted an application to the DHTS requesting grant funding in the amount of Seven Thousand Dollars and Zero Cents ($7,000.00) from the "Distracted Driving Crackdown. Put the Phone Away or Pay" Campaign ("Application") to be used to fund police overtime initiatives to remind drivers to focus on the road and avoid distractions throughout the City with no City funds required; and

WHEREAS, as a result of this Application, the City of Newark has been awarded a reimbursement grant in the amount of Seven Thousand Dollars and Zero Cents ($7,000.00) from DHTS for the period commencing on April 1, 2026 through April 30, 2026; and

WHEREAS, other than the contract terms contained in the grant application and award letter (attached hereto) the City is not required to execute any further agreement(s) with the DHTS in order to obtain the grant award.



NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

1. The Mayor of the City of Newark and/or his designee, the Director of the Department of Public Safety are hereby authorized to submit or cause to be submitted an application to the New Jersey Division of Highway Traffic Safety (DHTS) requesting grant funding in the amount of Seven Thousand Dollars and Zero Cents ($7,000.00) from the "Distracted Driving Crackdown. Put the Phone Away or Pay" Campaign ("Application") to fund police overtime initiatives to address motor vehicle violations and encourage drivers to put the phone away throughout the City with no City funds required (a copy of the grant application is attached hereto and made a part hereof).

2. The Newark Municipal Council hereby ratifies its authorization of the Application and the contract terms contained therein from the date of Application submission to the date of adoption of this authorizing Resolution.

3. The DHTS Drive Sober or Get Pulled Over reimbursement grant award in the amount of Seven Thousand Dollars and Zero Cents ($7,000.00) and any terms contained in the attached award letter are hereby accepted.

4. No municipal funds are required for receipt or acceptance of this grant award.


5. The Agreement between the City of Newark and DHTS is hereby ratified from April 1, 2026 to the date of adoption of this authorizing Resolution.

STATEMENT

This Resolution ratifies and authorizes the actions taken by the Director of the Department of Public Safety to submit an application for grant funding to the New Jersey Division of Highway Traffic Safety (DHTS), 140 East Front Street, Trenton, NJ 08625, in the amount of $7,000.00 from the "Distracted Driving Crackdown. Put the Phone Away or Pay" Campaign for police overtime initiatives to address motor vehicle violations and reducing distracted driving throughout the City, and furthermore, authorizes the Mayor of the City of Newark and/or his designee, the Director of the Department of Public Safety, to accept grant funds from April 1, 2026 and terminating on April 30, 2026. No municipal funds are required.
