WHEREAS, without any application required by the City of Newark (the "City"), the State of New Jersey Department of Labor and Workforce Development granted the City the following WorkFirst New Jersey funds and Workforce Learning Link Funds through the Workforce Investment Board for State Fiscal Year 2015 (July 1, 2014 through June 30, 2015); and

      WHEREAS, this annual grant allocation from the State of New Jersey Department of Labor and Workforce Development must be used in accordance with the Newark Workforce Investment Board (the "NWIB") strategic direction and must be incorporated into the Newark Workforce Development Area Contract; and
 
      WHEREAS, these funds must be fully obligated by June 30, 2015 and fully expended by December 31, 2015; and
 
      WHEREAS, no municipal funds, or commitment of municipal resources nor staff are required for the receipt or acceptance of the grant funds.
 
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
 
1.       The Mayor and/or his designees, the Director of the Department of Economic and Housing Development and/or the  Director of NewarkWORKS, are hereby authorized to accept the following WorkFirst New Jersey and Workforce Learning Link grant allocation from the State of New Jersey Department of Labor and Workforce Development for State Fiscal  Year 2015 (July 1, 2014 through June 30, 2015) and to incorporate said funds into the Newark Workforce Development Area Contract (copies of the Grant Award Letters and Notice of Obligations are attached hereto and made a part hereof):

2.       The Mayor and/or his designees, the Director of Economic and Housing Development and/or the Director of NewarkWORKS, are hereby authorized to enter into and execute grant documents with the State of New Jersey Department of Labor and Workforce Development, as may be necessary to receive and expend the grant awards described above.
 
3.      The grant funds described above must  be expended in accordance with an expenditure plan approved by the NWIB, and must be in accordance with the strategic workforce priorities set by the NWIB.
 
4.       The Municipal Council hereby ratifies the acceptance of the grant funds described above from July 1, 2014 to the date of adoption of this authorizing resolution.
 
5.      No municipal funds, or commitment of municipal resources nor staff, are required for the acceptance of the grant funds awarded.
 
6.      The Director of NewarkWORKS shall file copies of the Grant Award Letters, the Notice of Obligations and the fully executed 2014 Program Year Newark Workforce Development Area Contract with the Office of the City Clerk.
 
 
STATEMENT:
      This resolution hereby ratifies and authorizes the activities taken by the Mayor and/or his designees, the Director of Economic and Housing Development and/or the Director of NewarkWORKS to accept and expend WorkFirst New Jersey funds as allocated to the Newark Workforce Investment Board in the amounts of $662,853.00 for Temporary Assistance for Needy Families Program (TANF), and $596,806.00 for General Assistance/Supplemental Nutrition Assistance Program (GA/SNAP) and $157,000.00 for Workforce Learning Link for a combined grant award total of $1,416,659.00, from the State of New Jersey Department of Labor and Workforce Development, and further ratifies and authorizes the actions taken to enter into and execute a 2014 Program Year, Newark Workforce Development Area Contract with the New Jersey Department of Labor and Workforce Development as may be necessary to accept said grant funds.  These grant funds are allocated for the period of July 1, 2014 through June 30, 2015 and must be fully obligated by June 30, 2015 and expended no later than December 31, 2015.  No municipal funds, or commitment of municipal resources nor staff are required for the receipt or acceptance of the grant funds.
